Հավաքական անվտանգության պայմանագրի կազմակերպության գլխավոր քարտուղարի պաշտոնում Հայաստանի ներկայացուցչի նշանակումը որքան խնդրի լուծում է, նույնքան էլ կարող է խնդրի բարդացում լինել: Ապրիլի 21-ին լրագրողների հետ հանդիպմանը նման կարծիք հայտնեց  ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանը` անդրադառնալով ՀԱՊԿ գլխավոր քարտուղարի պաշտոնում Յուրի Խաչատուրովի նշանակմանը: «Ես կարծում եմ, որ Հայստանի Հանրապետության քաղաքացի գլխավոր քարտուղար ունենալն ինչքան խնդրի լուծում է, այնքան էլ միաժամանակ կարող է խնդրի բարդացում լինել: Որովհետև Ռուսաստանի քաղաքացի Նիկոլայ Բորդյուժայի հայտարարությունը այլ կշիռ ուներ, քան Հայաստանի քաղաքացի գլխավոր քարտուղարի արվելիք որևէ հայտարարությունը: Հասկանալի է, որ շատերի համար ընկալումը լինելու է այսպես՝ դե, Հայաստանի քաղաքացի է, ի՞նչ պետք է ասեր», - «Արմենպրես»-ի հաղորդմամբ` ասաց նախարարը:

Նախարարը հավելեց, որ  Յուրի Խաչատուրովը որպես Հայաստանի քաղաքացի չէ այդ պաշտոնին. նա այլևս միջազգային պաշտոնյա է և ունի իր սահմանափակումներն ու կանոնները: «Ինչպես նաև դիրքորոշում հայտնելու կանոններ կան, ինքը մինչև դիրքորոշում հայտնելը համաձայնեցնում է այն անդամ մյուս երկրների հետ», - ասաց Վիգեն Սարգսյանը:

Հայաստանի ներկայացուցիչ Յուրի Խաչատուրովը նշանակվել է Հավաքական անվտանգության պայմանագրի կազմակերպության գլխավոր քարտուղարի պաշտոնում:  Յուրի Խաչատուրովը 2017թ. մայիսի 2-ից կանցնի իր պարտականությունների կատարմանը:
