Կուտակված ռոյալթիները ծանր բեռ են Հայաստանի գործարարների համար. վարչապետ

Հայաստանի կառավարությունը հաստատեց հարկային ստուգման արդյունքում հարկային մարմինների կողմից վերահաշվարկված հասույթի մեծությանը համապատասխան հաշվարկված ռոյալթիի վճարման ժամանակացույցի կարգը: Ըստ պետական եկամուտների կոմիտեի նախագահի տեղակալ Վախթանգ Միրումյանի՝ նախագծով սահմանվել է, որ կողմերի համաձայնությամբ լրացուցիչ ռոյալթÕ �ների վճարումը կարող է լինել հաստատուն կամ ճկուն ժամանակացույցով։
Հաստատուն ժամանակացույցի դեպքում վճարման ժամկետ կսահմանվի 24 ամիսը։ Վճարումները կկատարվեն եռամսյակային պարբերականությամբ։ «Ճկուն ժամանակացույցի դեպքում ավելի շատ վճարումներ կկատարվեն մետաղների բարձր գների դեպքում և ավելի քիչ՝ շուկայական պայմանների վատացման դեպքում։ Համապատասխանաբար, հաշվի առնելով, որ առանձին կազմակերպությունների համար այդպիսի գնային փոփոխություններն ունեցել են համեմատաբար մեծ չափով դրական ազդեցություն, քան՝ մյուսների դեպքում, նախատեսվում է, որ գների բարձրացման արդյունքում կազմակերպությունների ստացած լացուցիչ եկամուտների 25 - 50 տոկոսը կարող է սահմանվել որպես յուրաքանչյուր եռամսյակի համար վճարման ենթակա գումար»,- «Արմենպրես»-ի փոխանցմամբ, ասաց Միրումյանը։
Ըստ նախնական գնահատականների, եթե հետագայում պահպանվի պղնձի միջազգային գների ներկա մակարդակը, ապա առանձին կազմակերպությունների համար 2012-2016թթ. վերաբերվող լրացուցիչ ռոյալթիների վճարման համար կպահանջվի 1-3 տարի։ Գների բարձրացման դեպքում այդ ժամկետը կարող է համապատասխանաբար կրճատվել, իսկ նվազման դեպքում՝ երկարել։ Լրացուցիչ ռոյալթիների գումարի հաշվարկը կկատարի ռոյալթի վճարողը և կհամաձայնեցնի հարկային մարմնի հետ՝ յուրաքանչյուր եռամսյակին հաջորդող 20 օրացուցային օրերի ընթացքում։ Վճարումը կկատարվի համաձայնեցումից հետո 5 աշխատանքային օրվա ընթացքում։ Ֆինանսական տարվա ավարտից հետո հաշվարկների ճշտությունը ենթակա կլինի հաստատման անկախ աուդիտորական եզրակացությամբ։
Անդրադառնալով ընդունված որոշմանը՝ ՀՀ վարչապետ Կարեն Կարապետյանը նշեց. «2012-2016 թվականներին կուտակված ռոյալթիները ծանր բեռ են մեր գործարարների համար և որոշմամբ այն կհետաձգվի: Չնայած հարկային բեռը ռեգուլյար ավելացնում ենք, իսկ բազան՝ պակասեցնում, բայց պետք է կատարեք»:
