«Տեղեկատվության ազատության մասին» օրենքի փոփոխությունների նախագծում նախատեսված փոփոխությունները կապահովեն պետական համակարգի թափանցիկությունը, արդյունավետությունը և քաղաքացիների մասնակցությունը պետական քաղաքականության մշակմանը, ինչպես նաև կհանդիսանան հակակոռուպցիոն գործիք:«Արմենպրես»-ի հաղորդմամբ` ապրիլի 20-ին լրագրողների հետ հանդիպման ժամանակ այս մասին ասաց ՀՀ արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանը: Նրա խոսքով` ժամանակից տեխնոլոգիաներին զուգընթաց հեշտացվել է քաղաքացիների կողմից տեղեկություն ստանալու ընթացակարգը:

«Հաճախ քաղաքացիները ստիպված են լինում հեռավոր մարզից Երևանում գտնվող գերատեսչություն դիմել նամակի միջոցով, որը թե ծախսատար է, թե բավականին ժամանակ է խլում: Նախագծով ներմուծվել է հանրային տեղեկատվական հարթակի գաղափարը, որտեղ քաղաքացին սույն օրենքով սահմանված կարգով կարող է հարցումով դիմել պետական մարմիններին: Բացի այդ, եթե քաղաքացին անտեղյակ է, թե կոնկրետ հարցով որ գերատեսչություն պետք է դիմել, կարող է միանալ օպերատորին, ով այդ հարցումը կփոխանցի համապատասխան պետական մարմին»,- նշեց Քրմոյանը:

 Փոխնախարարը նշեց, որ յուրաքանչյուր պետական մարմին պետք է ունենա տեղեկատվությունների ցանկ:

«Ըստ այդմ, քաղաքացին կարող է այդ բազայից ստանալ տեղեկություն:  Հստակեցվել է նաև, թե ինչ հաճախականությամբ պետական մարմինների կողմից պետք է հրապարակվի տեղեկությունը»,- ընդգծեց Քրմոյանը:

Քրմոյանը նաև կարևորեց այն, որ տեղեկատվություն տնօրինողների շարքում ընդգրկվել են նաև պետական կազմակերպությունները և համայնքային հիմնարկները:

«Հաճախ խնդիրներ էին առաջանում քաղաքացիների կողմից այդ կառույցներից տեղեկություն ստանալ առումով, ուստի անհրաժեշտություն ունեցանք պետական կազմակերպությունները և համայնքային մարմինները նույնպես ընդգրկել օրենսդրական կարգավորման դաշտ»,- ասաց Քրմոյանը:

Նա հավելեց նաև, որ ընդլայնվել է օտարերկրյա քաղաքացիներին և քաղաքացիություն չունեցողներին տեղեկություն տրամադրելու իրավունքը:

«Գործող օրենքով ամրագրված է, որ օտարերկրացիները իրավունք ունեն միայն միջազգային պայմանագրում նախատեսված կարգով տեղեկություն ստանալ: Նախագծով ընդլայնվել է այդ իրավունքը, ըստ որի, եթե օտարերկրացին կամ քաղաքացիություն չունեցող անձը օրինական հիմքերով Հայաստանի Հանրապետության տարածքում կամ այլ երկրում է գտնվում, բայց իր իրավունքները առնչվում են Հայաստանի Հանրապետությանը, տեղեկություն ստանալու իրավունք ունի»,- եզրափակեց Քրմոյանը:
