Կոնստանտին Տեր-Նակալյանը ֆեյսբուքյան իր էջում գրում է.

Իմ կարծիքով՝ բանակի կազմավորումից ի վեր սա ամենակարևոր ու նշանակալից ռեֆորմն է, որ արվում է Զինված ուժերում։ Այստեղ հարցը զուտ այդ 5 միլիոն դրամը չէ։ Հարցն այն է, որ մենք փորձում ենք մեր իրականությանը ադապտացնել հիբրիդային մի մոդել, որն իր մեջ տարրեր է պարունակում տարբեր բանակների հաջող փորձերից՝ ամերիկյան, իսրայելական և շվեյցարական։

Տեսե՛ք, թե քանի կարևոր խնդրի է լուծում տրվում։

1․ Նորակոչիկը ինքն է հնարավորություն ունենալու գիտակցված ընտրություն կատարելու՝ ծառայել ստանդարտ 2 տարի ու վերադառնալ՝ ունենալով հավանականություն, որ չի լինի առաջնագծում, թե՞, այսպես ասած, պրոֆեսիոնալ դիրքապահ դառնալ՝ զորամասում ու դիրքերում անցկացնելով 29 ամիս ու վերջում ստանալ 10000 դոլար։

2․ Բազմիցս է ասվել, որ պրոֆեսիոնալ բանակ ունենալը նախ՝ շատ թանկ, հետո էլ՝ ոչ այնքան իրատեսական ու ոչ անպայմանորեն լավ բան է։ Այս ծրագրով մենք հնարավորություն ենք ունենում ունենալու կիսապրոֆեսիոնալ, պրոֆեսիոնալ ու զորակոչային բանակի հիբրիդ։

3․ Հատկապես անապահով ու գյուղաբնակ խավի համար սա լուրջ զարգացման հեռանկարներ է խոստանում, որովհետև, համաձայնվե՛ք, մեր իրականության պայմաններում 18-20 տարեկան հատուկենտ մարդ կարող է պարծենալ, որ ՑԱՆԿԱՑԱԾ օրինական գործունեություն ծավալելով 10000 դոլար է վաստակել այդքան վաղ տարիքում։

4․ Սա նաև բավականին հեռանկարային ծրագիր է հատկապես փոքր տնտեսությունների ու անշարժ գույքի շուկայի զարգացման համար։ Դիցուք՝ ամեն 2,5 տարին մեկ զորացրվում է մոտավորապես 10000 մարդ, ով շուկա է մտցնում 10000-ական դոլար, իսկ դա, ուշադրություն, 100․000․000 դոլար է, ինչը մեր տնտեսության պայմաններում բնավ էլ քիչ փող չէ, առավել ևս, որ մասնավորապես փոքր տնտեսության տարբերակում կարող է ունենալ նաև մուլտիպլիկացիոն էֆեկտ։

Մի խոսքով՝ շատ լուրջ ու շատ խոստումնալից ծրագիր է, ու շատ ողջունելի է, որ ՊՆ-ն հաշվի է առել նախկին փորձն ու հարցը դրել է հանրային քննարկման։
