Իրականում Թուրքիայի նախագահը նոր սահմանադրությամբ ընդամենն իրավականորեն ամրագրում է իր իրավունքները

Նաև սահմանադրական փոփոխությունների միջոցով դեպի նախագահական կառավարում Թուրքիայի ընթացքին (կամ, որ նույնն է, դեպի փաստացի ավտորիտարիզմ) ուշի-ուշով հետևում են ինչպես Մերձավոր Արևելքից դուրս, այնպես էլ, անգամ շատ ավելի ակնդետ կերպով, հենց այդ երկրի հարևանները, տարածաշրջանային գործընկերները, մրցակիցներն ու հակառակորդները:
Եթե Թուրքիայում իշխող վարչակարգի՝ արդեն նաև իրավականորեն ավտորիտարի վերածվելու հեռանկարը, ժողովրդավարության սրընթաց անկումը լուրջ մտավախության տեղիք են տալիս հատկապես այդ երկրի հակառակորդների համար՝ անկանխատեսելի առաջնորդով, անկանխատեսելի քաղաքականության տեսլականով, ապա, զուգահեռաբար, կան երկրներ, որոնք աներկբայորեն շահում են նման իրավիճակից:
Շահողների թվում, օրինակ, կարելի է առանձնացնել Իսրայելը: Այս երկիրը, հատկապես Թուրքիայի ներքաղաքական գործընթացների (հաշվի առնելով նրանում մինչ այս եղած առնվազն ընտրական ժողովրդավարության գործոնը) և տարածաշրջանում առկա քոսային իրավիճակի ֆոնին, ինքնըստինքյան վերածվում է տարածաշրջանի միակ ժողովրդավարական երկրի (իրենց իսկ բնորոշմամբ՝ ժողովրդավարության կղզյակի), ինչը բազմապատկում է հրեական պետության կարևորությունն Արևմուտքի համար:
Թուրքիայում տեղի ունեցած սահմանադրական հանրաքվեի արդյունքների վերաբերյալ իսրայելական մամուլում լույս տեսած հրապարակումների մեծ մասը միտումնավոր կերպով ընդգծում էր հենց այդ գործոնն՝ ավելի քան խոսուն վերնագրային ձևակերպումներով՝ «Թուրքիան վերադառնում է դեպի սուլթանություն», «Էրդողան. Թուրքիայի նոր սուլթանը», «Թուրքիա. վերադարձ դեպի ապագա» և այլն:
Իսկ իրականում Թուրքիայի նախագահը նոր սահմանադրությամբ ընդամենն իրավականորեն ամրագրում է իր իրավունքները, ձերբազատվում մինչ այս իրականացվող մանևրային գործելաոճից և, ամենակարևորը՝ ինքն իրեն ապահովագրում հենց վարչակարգի ներսում հնարավոր ցնցումներից:
Հ.Գ. Իսկ եթե օբյեկտիվորեն գնահատենք, ապա կառավարման նախագահական ձևը, թերևս, ամենաարդյունավետն է Թուրքիայի օրինակով էթնիկ կառուցվածք, տարաբնույթ խնդիրներ ունեցող երկրների համար, իհարկե, եթե չլիներ Էրդողանի գործոնն ու ժողովրդավարության բացակայությունը:
