Թուրքագետ Լևոն Հովսեփյանը «Առաջին լրատվական»-ի հետ զրույցում խոսել է Թուրքիայում ապրիլի 16-ին կայացած սահմանադրական հանրաքվեի, պետական կառավարման նախագահական մոդելին անցնելու ներքին, տարածաշրջանային և գլոբալ հնարավոր հետևանքների մասին:

– Պարոն Հովսեփյան, Սահմանադրության փոփոխությունը Թուրքիայում ի՞նչ գործընթացի մաս է կազմում ավելի լայն իմաստով:

– Առաջինը՝ ներքաղաքական հարթության մեջ սա ոչ միայն նախագահ Էրդողանի լիազորությունների ընդլայնմանը և կառավարման համակարգի փոփոխմանն ուղղված հանրաքվե էր, այլև կարելի է հստակորեն պնդել, որ սա հաղթարշավ էր՝ նոր Թուրքիայի կառուցման և Թուրքիայի զարգացման նոր տեսլականի առումով: Սա հերթական հաղթարշավն էր Էրդողանի համար, այն նաև պատմական, շրջադարձային նշանակություն ունի Էրդողանի համար նոր տեսլականով նոր Թուրքիայի կառուցման հարցում:

ԱԶԿ-ի իշխանության շրջանում աստիճանաբար վերանայման, վերաձևման էր ենթարկվում հին Թուրքիան կամ Երրորդ Հանրապետությունը, և կարելի է ասել, որ այս հանրաքվեով հին Թուրքիան վերջնականապես ուղարկվեց պատմության քառուղիներ: Դրա փոխարեն փաստացի սկիզբ դրվեց նոր Թուրքիայի: Այս գործընթացի մեկնարկը ավելի ակտիվորեն տրվեց 2016թ. հուլիսյան հեղաշրջման ձախողված փորձով: Էրդողանը հեղաշրջման փորձի գիշերը հայտարարել էր, որ պետությունը նորից կհիմնեն, և սա կարևորագույն հանգրվաններից էր այդ առումով: Շատ կարևոր է հաշվի առնել նաև գաղափարախոսական-արժեքային բաղադրիչի դերը Թուրքիայում ընթացող տրանֆորմացիոն գործընթացներում: Էրդողանի ձեռքերն արդեն բավական ազատ են այս առումով, և կարծում եմ, որ Թուրքիայի վերանայման գործընթացն այժմ ավելի անկաշկանդ կընթանա:
