ՀՀ ՔԾԽ նախագահն Աստանայում մասնակցել է քաղաքացիական ծառայության կատարելագործման թեմայով միջազգային համաժողովի

ՀՀ քաղաքացիական ծառայության խորհրդի նախագահ Մանվել Բադալյանը Ղազախստանի Հանրապետության մայրաքաղաք Աստանայում մասնակցել է «Գործընկերություն հանուն քաղաքացիական ծառայության կատարելագործման» թեմայով միջազգային համաժողովին: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ աղաքացիական ծառայության խորհրդից:
Աստանայում քաղաքացիական ծառայության տարածաշրջանային հաբի շրջանակներում ՄԱԿ-ի զարգացման ծրագրի աջակացությամբ հրավիրված համաժողովում քննարկվել են Հաբի մասնակից երկրների քաղաքացիական ծառայության մարմինների, ոլորտում գործող միջազգային կառույցների և Հաբի փորձագետների ցանցի միջև համագործակցության առկա կառուցակարգերի կատարելագործման հնարավորությունները, հեռանկարները: Միջոցառման հիմնական նպատակն էր գտնել քաղաքացիական ծառայության ոլորտում արդյունավետ և առաջադեմ փորձի փոխանակման նոր, առավել դյուրին եղանակներ՝ քաղաքացիակա ն ծառայության պրոֆեսիոնալության բարձրացմանը, դրանք ժամանակակից մարտահրավերներին համարժեք դարձնելուն, հասարակությանը մատուցվող ծառայությունների որակի բարելավմանը նպաստելու համար:
Համաժողովին մասնակցել են ՏՀԶԿ, ԱՊՀ, Հարավարևելյան Ասիայի պետությունների ասոցիացիայի (ASEAN) անդամ՝ Հաբի մասնակից 36 երկրների քաղաքացիական ծառայության համակարգման և կազմակերպման պետական մարմինների ղեկավարները, ՄԱԿ-ի գլխավոր քարտուղարի՝ «Հարավ-Հարավ» համագործակցության գծով ներկայացուցիչը, պատվիրակներ Հաբի հետ գործակցող միջազգային կառույցներից:
ՀՀ քաղաքացիական ծառայության խորհրդի նախագահ Մանվել Բադալյանը ներկայացրել է Հաբի զարգացման և արդյունավետության բարձրացման Հայաստանի տեսլականը, միջազգային համագործակցության այդ պլատֆորմից հիմնական ակնկալիքները Հայաստանում իրականացվող համակարգային բարեփոխումների համատեքստում: ՀՀ ՔԾԽ նախագահը շեշտել է Հաբի ստեղծած փորձագիտական ցանցի մոնիթորինգային, խորհրդատվական բաղադրիչն ուժեղացնելու, քաղաքացիական ծառայությունում մերիտոկրատիկ արժեքների արմատավորման, պրոֆեսիոնալացման, գիտելիքների և հմտությունների կատարելագործման նպատակոÕ ¾ բոլոր մակարդակների քաղաքացիական ծառայողների վերապատրաստման, կարողությունների զարգացման, փորձի փոխանակման լրացուցիչ ծրագրերի իրականացման և օգտագործման անհրաժեշտությունը:
