Արմեն Աշոտյանն անդրադարձել է ՀՅԴ-ի հետ կոալիցիա կազմելու անհրաժեշտությանը

Հայաստանիհանրապետական կուսակցության փոխնախագահ Արմեն Աշոտյանն անդրադարձել է ՀՅԴ-ի հետ համագործակցության ձևաչափի շուրջ քննարկումներին և կոալիցիա կազմելու անհրաժեշտությանը:
Ապրիլի 13-ին լրագրողների հետ հանդիպմանը ՀՀԿ փոխնախագահն, անդրադառնալով հարցին` պե՞տք է ՀՅԴ-ն ՀՀԿ-ին որպես կոալիցիոն գործընկեր, նշեց, որ կոալիցիաների ձևավորման համար կա երկու սկզբունք: Կոալիցիա կազմելու առաջին դրդապատճառը սահմանադրականն է, երբ որևէ քաղաքական ուժ միայնակ չունի մեծամասնություն և այլ քաղաքական ուժերի հետ սկսում է կոնսուլտացիաներ, ձևավորում է դաշինք կամ կոալիցիա, միասին ստանձնում են մեծամասնություն: Կոալիցիա կազմելու երկրորդ մոտիվացիան քաղաքականն է, երբ երկու կամ երեք կուսակցություններ կայացնում են կոալիցիա կազմելու քղաքական որոշում: Քաղաքական որոշման տակ դրվում են հիմնականում ծրագրերը»,- «Արմենպրես»-ի հաղորդմամբ` նշեց Աշոտյանը:
Անդրադառնալով ՀՀԿ-ի և ՀՅԴ-ի գործունեության արժեհամակարգային նմանություններին` Արմեն Աշոտյանն ընդգծեց, որ դրանք են նոր Սահմանադրությամբ ամրագրված գերակայությունները, ինչպես նաև ազգային գաղափարախոսական հենքը` որպես կուսակցությունների գաղափարախոսության մաս: «Մեր գործող կոալիցիան սահմանադրական պահանջով չի ձևավորվել: Կարծում եմ, որ երկրորդ կոալիցիան էլ քաղաքական է նախ և առաջ, սակայն մի կարևոր հանգամանք ևս հիշեցնեմ: Մի շարք կարևորագույն օրենքների ընդունման համար արդեն կպահանջվի պատգամավորների ընդհանուր թվի 3/5-րդի աջակցությունը, իկ դա նշանակում է առնվազն 60 տոկոս ձայն: Հետևաբար, որոշ դեպքերում կա նաև սահմանադրական պահանջ, որպեսզի կարևորագույն հարցերը ստանան բավականաչափ ձայներ»,- մանրամասնեց Արմեն Աշոտյանը:
Ապրիլի 12-ին ՀՀԿ գործադիր մարմնի նիստից հետո կուսակցության խոսնակ, Ազգային ժողովի փոխնախագահ Էդուարդ Շարմազանովը հայտնել է, որ ՀՀԿ-ն ու ՀՅԴ-ն քննարկումներ են սկսել համագործակցության ապագա ձևաչափի շուրջ:
