Կառավարությունն առաջարկում է բիզնես գործունեություն ծավալելու պայմանների բարելավում

Կառավարության նիստում ՀՀ տնտեսական զարգացման և ներդրումների նախարարը ապրիլի 13-ին ներկայացրել է օրենսդրական փոփոխությունների փաթեթ։ Կառավարության կողմից ընդունված որոշմամբ առաջարկվում է իրականացնել կարգավորող իրավական ակտերի վերանայում՝ հաշվի առնելով այն, որ կառավարությունը որդեգրել է տնտեսական գործունեության պետական կարգավորման արդյունավետության բարձրացման, գործարար միջավայրի և շուկայակա ն տնտեսության զարգացմանը խոչընդոտող դրույթների վերացման, պետության կողմից քաղաքացիներին և բիզնեսին մատուցվող ծառայությունների բարելավման և պարզեցման, գործող նորմատիվ իրավական ակտերի կատարելագործման քաղաքականություն։ Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ տնտեսական զարգացման և ներդրումների նախարարության տեղեկատվության և հասարակայնության հետ կապերի բաժնից:
Նախագծերի փաթեթով առաջարկվում է.
- «Լիցենզավորման մասին» ՀՀ օրենքի լիցենզավորման ենթակա գործունեության 4 տեսակների համար լիցենզավորման պահանջի վերացում, մասնավորապես հետևյալ տեսակաների համար՝ Մաքսային և ազատ մաքսային պահեստներում ապրանքների պահպանություն, Անմաքս առևտրի խանութներում մաքսային հսկողության ներքո ապրանքների իրացում, Մաքսային փոխադրողի գործունեություն, Մաքսային հսկողության տարածքների կազմակերպում ։
- ՀՀ տարածքում գործունեության բնական` մշակված կամ չմշակված, բայց չշրջանակված կամ չամրացված ալմաստների (ԱՏԳ ԱԱ 710210000, 710221000, 710231000 ծածկագրերին դասվող) առքուվաճառքի, ներմուծման, արտահանման, փոխադրման որոշ տեսակների իրականացման համար լիցենզավորման փոխարեն ծանուցման մեխանիզմի ներդնում
- Ներկայացվող փաստաթղթերի էական կրճատում
- Ծանուցում ներկայացրած իրավաբանական անձանց, անհատ ձեռնարկատերերի և ֆիզիկական անձանց լիազոր մարմնում անձանց հաշվառման կարգի սահմանում
Հաշվի առնելով վերոնշյալը և այն, որ նշված օրենսդրական փաթեթում ներառված են մի քանի գերատեսչությունների կողմից ներկայացված առաջարկություններ, Հայաստանի Հանրապետության կառավարությանը վերապահված լիցենզավորման լիազորության իրականացումը նախատեսվում է պատվիրակել Հայաստանի Հանրապետության կառավարության կողմից լիազորված համապատասխան պետական կառավարման մարմնին կամ այլ մարմնի:
Նախագծերի ընդունմամբ պայմանավորված ակնկալվող արդյունքը կլինի կարգավորման և բիզնես գործունեություն ծավալելու պայմանների բարելավումը և առկա խնդիրների վերացումը, կարգավորման հետ կապված տնտեսվարող սուբյեկտների մոտ առաջացող ծախսերի կրճատումը:
