Սարի թաղ գնալը խաղաղ նպատակ չէր հետապնդում. Արման Թաթոյանը խիստ գնահատական է տվել հուլիսյան դեպքերին

Երևանում անցած տարվա հուլիսյան դեպքերի (զինված խումբը հուլիսի 17-ին ներխուժել էր ՀՀ ոստիկանության պարեկապահակային գնդի տարածք՝ այնտեղ մի քանի օր պահելով պատանդների, զուգահեռ ընթանում էին ակցիաներ՝ Խորենացու փողոցում և Սարի թաղում-հեղ.) վերաբերյալ Մարդու իրավունքների պաշտպանը պատրաստել է հատուկ զեկույց: «Արմենպրես»-ի հաղորդմամբ` ապրիլի 13-ին լրագրողների հտ հանդիպման ժամանակ ասաց Մարդու իրավունքների պաշտպան Արման Թաթոյանը, ներկայացնելով 2016 թվականի տարեկան հաղորդումը եւ Կանխարգելման ազգային մեխանիզմի գործունեության վերաբերյալ տարեկան զեկույցը:
«Փաստահավաք աշխատանքներ են կատարվել, կազմվել են քարտեզներ բախումների վայրերում: Դրանից բացի, իրականացվել է մանրամասն ուսումնասիրություն լրատվական միջոցներում, սոցիալական ցանցերում, ինչպես նաև այդ օրերին ատելության հոսքի և բռնության քարոզչության դեպքերն են ուսումնասիրվել»,- նշեց Թաթոյանը:
Մարդու իրավունքների պաշտպանը հայտնեց, որ այդ զեկույցում խիստ գնահատական է տրված ոստիկանության առանձին գործողություններին: «Ակնհայտ էր, որ առանձին դեպքերում խախտվում էին հավաքի մասնակիցների իրավունքները, մասնավորապես հստակ վերլուծված է յուրաքանչյուր դեպք, հատուկ միջոցների կիրառման հարցը, դրանից բացի վերլուծվում են լրագրողների նկատմամբ խոչընդոտները, բռնության դեպքերը, խիստ քննադատության է արժանացել ցանկացած նման պրակտիկա»,- ընդգծեց Թաթոյանը:
Մարդու իրավունքների պաշտպանի խոսքով` հատուկ զեկույցում հուլիսի 29-ին Սարի թաղում տեղի ունեցած բախման դեպքերի առանձին վերլուծություն է կատարվել: Օմբուդսմենը կարծում է, որ երթը այդ օրը խաղաղ բնույթ չի կրել:
«Եթե երթը ուներ խաղաղ նպատակ, ապա ինչու էր այն ընթանում Սարի թաղի նեղ փողոցներով, գիշերով, նախապես չհայտարարելով ոստիկաններին Սարի թաղ գնալու մտադրությունը: Ինչպես նաև ակնհայտ էր այն, որ դա անհարմարություն էր պատճառելու բնակիչներին, որտեղից մենք ունեցել ենք բողոքներ: Ես կարծում եմ, որ Սարի թաղ գնալը խաղաղ նպատակ չէր հետապնդում: Սա իմ դիրքորոշումն է, և դա շատ ավելի մանրամասն ներկայացված է զեկույցում»,- նշեց Թաթոյանը և հավելեց, որ պետք է հասկանալ այս բախման հիմնարար պատճառները:
