Կարեն Կարապետյանը ջրային տնտեսության ոլորտում ակնկալում է կտրուկ բարեփոխումներ

ՀՀ վարչապետ Կարեն Կարապետյանը ջրային տնտեսության ոլորտի պատասխանատուներից այս տարի ակնկալում է կտրուկ բարեփոխումներ: Կառավարության նիստում վարչապետը նշեց, որ ներկայումս ավարտական փուլում են գտնվում 2017 թվականի ոռոգման շրջանի նախապատրաստական աշխատանքները: Որոշ տարածքներում էլ հողագործներն արդեն սկսել են հողի մշակման աշխատանքները:
«Ինչպես գիտենք, պայմանավորված հողի ֆիզիկական կազմով, հանրապետության շուրջ 70 համայնքների հողատարածքներ ունեն գերնորմատիվային ջրապահանջ, իսկ որոշ տարածքներ՝ դրանից բարձր: Ինչի պատճառով այդ տարածքներում մատակարարված ջրի դիմաց ձևավորվում է մեծ հասույթ, ինչը հետագայում ջրօգտագործողների կողմից գերնորմատիվայինից ավելի մասով չի վճարվում՝ տարեցտարի աճողական կարգով ձևավորելով անհուսալի դեբիտորական պարտավորություններ: Այս հանգամանքը գյուղատնտեսության ոլորտում ձևավորում է ոչ հավասար մրցակցային պայմաններ հողօգտագործողների հ ամար, իսկ ջրամատակարար կազմակերպությունների մոտ առաջանում է ֆինանսական ճեղքվածք»,- «Արմենպրես»-ի հաղորդմամբ, ասաց Կարեն Կարապետյանը:
2017 թվականի ոռոգման շրջանն առավել արդյունավետ կազմակերպելու, բոլոր ջրօգտագործողների համար ջրօգտագործման հնարավորինս հավասար պայմաններ ապահովելու նպատակով վարչապետը ՀՀ գյուղատնտեսության նախարարին հանձնարարեց ՀՀ
«Ի՞նչ ենք ակնկալում. կան համայնքներ, որտեղ հողի պարունակությունը` կառուցվածքն այնպիսին է, որ մեկ միավոր բերք ստանալու համար ջուրն ավելի շատ են օգտագործում, քան մյուս համայնքներում, ինչը բերում է անհավասար պայմանների: Անում եք այնպես, որ այս համայնքում ջուրը հասցնելու գումարը չլինի հազար դրամ, մյուսում՝ հինգ հազար: Այս տարվա ընթացքում ՋՕԸ-ների ռեֆորմը պետք է իրականացնենք՝ ֆինանսական կարգապահություն, կորուստներ, հաշվիչների խնդիր և այլն: Կտրուկ ռեֆորմ ենք ակնկալում»,- ասաց Կարեն Կարապետյանը:
