Հոսանքի սուբսիդավորումը կդառնա ավելի հասցեական

Կառավարությունը մտադիր չէ վճարել ոչ միայն խոշոր բիզնեսի, այլեւ խոշոր սպառողների ծախսած էլեկտրաէներգիայի համար Հանրային ծառայությունները կարգավորող հանձնաժողովի կողմից ներգրավված խորհրդատուի ուսումնասիրության առաջին փուլի արդյունքների հրապարակումից հետո հոսանքի սակագնի հիմնավորվածության հետ կապված խնդիրը, թվում է, պետք է դուրս գա օրակարգից։ Միջազգային խորհրդատուն սակագների բարձրացումը համարել է պարտադրված քայլ՝ էներգետիկ համակարգը փլուզումից փրկելու համար։
Ուսումնասիրության առաջին փուլի արդյունքները հիմք տվեցին կառավարության ղեկավարին հայտարարելու, որ սակագների փոփոխություն տեղի չի ունենա։ Այնուհանդերձ սպառողների մի ստվար զանգված սակագնային այս տարվա ընթացքում կշարունակի օգտագործած էլեկտրաէներգիայի համար վճարել նախկին գնով։ Այլ կերպ ասած, 42 դրամով։ Դա հնարավոր է դարձել Հայաստանի բաշիչ ցանցերի նոր սեփականատիրոջ հետ ձեռք բերված պայմանավորվածության արդյունքում։ Տաշիր ընկերությունը ոչ միայն համաձայնել է գնել ֆինանսական բավական ծանր պայմաններում հայտնված ընկերության բաժնետոմսերի ամբողջ փաթեթը, այլեւ ստանձնել է սպառողների մի մասի օգտագործած էլեկտրաէներգիայի մասնակի սուբսիդավորման պարտավորությունը։
Ինչպես հայտնի է, ժամանակին կառավարությունը ստանձնեց բնակչության եւ փոքր բիզնեսի հոսանքի թանկացման բեռը՝ մինչեւ խորհրդատուի եզրակացության ներկայացումը։ Այլ կերպ ասած, եթե չիրականանար ՀԷՑ-երի վաճառքի գործարքը եւ չլիներ համաձայնություն նոր սեփականատիրոջ հետ, ապա արդեն այս պահից պիտի դադարեցվեր սուբսիդավորումը։ Սակայն առաջիկա մեկ տարում այն կշարունակվի իրականացվել։ Իհարկե, նախատեսվում է որոշակի փոփոխություն բնակչության սուբսիդավորման առումով։ Մասնավորապես կառավարությունը մտադիր է այն դարձնել ավելի հասցեական եւ ուղղված սոցիալապես առավել անապահով խավերին։ Ըստ այդմ, ենթադրվում է, որ փոխհատուցում պետք է տրամադրվի ոչ թե բոլոր բնակիչ- բաժանորդներին, այլ միայն նրանց, ովքեր սպառում են ամսական մինչեւ 250 կվտ հոսանք։
Այս քայլով կառավարությունը մտադիր է հրաժարվել ոչ միայն օլիգարխների բիզնեսի, այլեւ, այսպես ասած, խոշոր բնակիչ-սպառողների կողմից սեփական կարիքների համար օգտագործված էլեկտրաէներգիայի սուբսիդավորումից։ Գաղտնիք չէ, որ 250 կվտ-ից ավել հոսանք կարող են իրենց թույլ տալ օգտագործել հիմնականում հասարակության առավել ապահովված խավերը եւ առաջին հերթին հարուստները։ Կասկած չկա, որ նրանք ի վիճակի են վճարել իրենց սպառած հոսանքի դիմաց։ Այդ խմբերին սուբսիդավորելու փոխարեն՝ կառավարությունը կարող է տնտեսվող գումարներն ուղղել այլ սոցիալական խնդիրների լուծմանը, որոնց կարիքը շատ ավելի մեծ է եւ անհրաժեշտ։
