Freedom House Freedom House միջազգային իրավապաշտպան կազմակերպությունը հրապարակել է «Անցումային շրջանի երկրներ – 2017» (Nations in Transit) զեկույցը, ըստ որի Եվրասիայում անձնային ավտորիտարիզմի զարգացման միտումը վերածվել է կայուն նորմայի: Զեկույցի հեղինակները պնդում են, որ հետազոտության մեջ ներառված 29 երկրներից 18-ում ժողովրդավարության ընդհանուր ցուցանիշների նվազում է գրանցվել: Նման մասշտաբային նվազում չէր գրանցվել 2008-ից ի վեր: Զեկույցի հրապարակման պատմության ընթացքում առաջին դեպքն է, որ ավտորիտար ռեժիմները գերազանցել են ժողովրդավարական ռեժիմներին:

Զեկույցում Հայաստանն ունի 5.39 միավոր: Մեր երկիրը համեմատվում է Ղրղըզստանի հետ: Ուսումնասիրության համաձայն՝ երկու երկրներն էլ մոտենում են ամրապնդվող ավտորիտար ռեժիմների: «Հայաստանի և Ղրղըզստանի նախագահներ Սերժ Սարգսյանը և Ալմազբեկ Աթամբաևը պնդում էին, որ սահմանադրական բարեփոխումներն անհրաժեշտ են խորհրդարանների ժողովրդավարական իշխանությունն ամրապնդելու համար տարածաշրջանում, որտեղ ուժեղ մարդու սինդրոմն էնդեմիկ է: Բայց բարեփոխումների իրական արդյունքը կլինի այն, որ ավելի կամրապնդվեն նախագահների կուսակցությունները և օլիգարխիկ էլիտան»,-ասվում է զեկույցում:

Չնայած այն հանգամանքին, որ երկու երկրներն էլ մոտ են կանգնած կոնսոլիդացված ավտորիտար ռեժիմին, բայց յուրաքանչյուրը պահպանում է քաղաքական պլյուրալիզմ, ինչը խոչընդոտում է մեկ մարդու կամ խմբի դոմինացմանը: Երկու երկրներում էլ նախագահների լիազորությունները մոտենում են ավարտին, և նրանք այլևս չեն կարող առաջադրվել: Ավելին, նրանք չեն կարող վստահ լինել, որ էլիտան կամ հասարակությունը չի ընդվզի, եթե նրանք ուղղակի երկարացնեն իրենց լիազորությունները՝ օրինական կամ անօրինական կերպով: Ուստի, սահմանադրական փոփոխությունները Սարգսյանի և Աթամբաևի համար դիտարկվում են որպես իշխանությունը պահելու միջոց: «Հայաստանի դեպքում բացի այն, որ լիազորություններն անցնում են խորհրդարանին, վերանայված սահմանադրության ամենաէական դրույթը «կայուն մեծամասնության» ապահովման նոր համակարգի ապահովումն է … Արդյունքում կառավարությունում և խորհրդարանում կիշխի Հանրապետական կուսակցությունը, որը Սերժ Սարգսյանը կղեկավարի կամ պաշտոնապես, կամ կուլիսների հետևից»,-ասված է զեկույցում:
