Կարեն Կարապետյանը վարորդներին հիշեցրել է՝ ՃՈ տուգանքները ժամանակին չվճարելու համար ավելացումներ այլևս չեն լինելու

ՀՀ վարչապետ Կարեն Կարապետյանն իր ֆեյսբուքյան էջում գրառում է կատարել, որով տեղեկացրել է ՀՀ վարչական իրավախախտումների վերաբերյալ օրենսգրքում կատարված մի շատ կարևոր փոփոխության մասին։ «Մարտի 30-ից ճանապարհային ոստիկանության տուգանքների գումարը սահմանված ժամկետում չվճարելու դեպքում դրա նկատմամբ հաշվեգրվող ավելացումների պրակտիկան այլևս չի կիրառվելու»,-«Արմենպրես»-ի հաղորդմամբ գրել է վարչապետը:
Տուգանքի գումարը սահմանված ժամկետում չվճարելու հիմքով դրա նկատմամբ ավելացումներ (30 օրվա ընթացքում չվճարելու դեպքում՝ եռապատկում, 60 օրվա ընթացքում չվճարելու դեպքում՝ հնգապատկում) կիրառելու ինստիտուտը ներդրվել է 2007 թվականին, երբ Ճանապարհային ոստիկանության որոշումներով նշանակված տուգանքների կամավոր վճարումը չէր գերազանցում նշանակված տուգանքների 25 %-ը:
Կառավարությունում փետրվարի 23-ին կայացած նիստում առաջարկվել է հանել (դադարեցնել) տուգանքի գումարը սահմանված ժամկետում չվճարելու հիմքով դրա նկատմամբ 25 կամ 50 տոկոս չափով հաշ վեգրվող ավելացումների ինստիտուտի կիրառումը: Արդյունքում ակնկալվում է ունենալ տուգանքների հաշվարկման և գանձման առավել պարզ և մարդու իրավունքների պաշտպանության տեսանկյունից առավել արդյունավետ համակարգ, ինչը հնարավորություն կտա ճշգրիտ կիրառել վճարային կազմակերպությունների կողմից տուգանքի վճարումն ընդունելու՝ Ճանապարհային ոստիկանությունից տվյալներն առցանց ստանալու և դրա հիման վրա վճարումն ընդունելու համակարգը, որը կբացառի տուգանքների կրկնակի վճարման պահանջ ներկայացնելը կամ վճարված լինելու դեպքում տուգանքը հարկադիր կատարման ներկայացնելը:
Ընդհանուր առմամբ, նախատեսվում է համակարգի բարեփոխումներին ուղղված 24 միջոցառում, ինչը կնպաստի բնակչությանը մատուցվող ծառայությունների որակի բարձրացմանը, կոռուպցիոն ռիսկերի, ճանապարհային պատահարների թվի և հետևանքների նվազեցմանը, վարչական բեռի թեթևացմանը:
