Ե՞րբ կգումարվի նոր ԱԺ-ի առաջին նիստը. այդ օրը կառավարությունը վայր կդնի լիազորությունը

Հայաստանի նոր Ազգային ժողովի առաջին նիստը տեղի կունենա խորհրդարանի ձեւավորվելուց հետո երրորդ հինգշաբթի օրը: Այս մասին, այսօր՝ ապրիլի 4-ին, NEWS.am-ի թղթակցի հետ զրույցում նշել է սահմանադրագետ Հրայր Թովմասյանը:
Նրա խոսքով, խորհրդարանը ձեւավորված կհամարվի ապրիլի 9-ին, երբ կլինի ԿԸՀ որոշումը, եթե, իհարկե, չլինեն բողոքարկումներ: Բողոքարկվելու դեպքում Ազգային ժողովը ձեւավորված կհամարվի արդեն ՍԴ որոշմամբ:
Եթե ԱԺ-ն ձեւավորված համարվի ապրիլի 9-ին, ապա երրորդ հինգշաբթին ապրիլի 27-ն է, հենց այդ օրն էլ կկայանա նոր խորհրդարանի առաջին նիստը:
Ինչ վերաբերում է կառավարության ձեւավորմանը, ըստ Թովմասյանի, այդ հարցում այս պահին գործում է 2005 թվականին ընդունված Սահմանադրության դրույթները:
Ըստ այդմ, նոր Ազգային ժողովի առաջին նիստի օրը կառավարությունն իր լիազորությունները վայր է դնելու, որից հետո 10 օրվա ընթացքում նշանակվելու է նոր վարչապետ: Վարչապետին նշանակելու է ՀՀ նախագահը՝ խորհրդակցելով խորհրդարանական խմբակցությունների հետ: Նախագահը վարչապետ է նշանակում այն անձին, որը վայելում է խորհրդարանի մեծամասնության աջակցությունը:
Վարչապետ նշանակումից հետո 20 օրվա ընթացքում վարչապետի առաջարկությամբ նախագահը նշանակում է նախարարներին: Կառավարությունը կազմավորվելուց հետո եւս 20 օրվա ընթացքում կառավարությունն իր ծրագիրը ներկայացնում է Ազգային ժողովին:
Հրայր Թովմասյանը նշեց, որ ԱԺ առաջին նիստում պարզ մեծամասնությամբ ընտրվում են ԱԺ նախագահը, ԱԺ նախագահի տեղակալները, հանձնաժողովների նախագահները: Խորհրդարանը հաստատում է հանձնաժողովների թիվն ու իրավասության շրջանակները, որից հետո Ազգային ժողովի նիստն ավարտվում է: Հաջորդ նիստը տեղի կունենա արդեն աշնանային նստաշրջանին:
Նշենք, որ Հայաստանի Ազգային ժողովի լիազորությունները դադարում են նոր Ազգային ժողովի առաջին նիստի օրը:
Հիշեցնենք, որ ԿԸՀ-ն հրապարակել է ԱԺ ընտրությունների նախնական արդյունքները, ըստ որոնց՝ ԱԺ են անցնում 4 ուժեր՝ ՀՀԿ-ն, «Ծառուկյան» դաշինքը, «Ելք» դաշինքը եւ ՀՅԴ-ն: Ըստ այդմ, ՀՀԿ-ն կստանա 58 մանդատ, «Ծառուկյան դաշինքը՝ 31 մանդատ, «Ելք» դաշինքը՝ 9 մանդատ եւ ՀՅԴ-ն՝ 7 մանդատ: Ընտրություններին մասնակցած մնացած 5 ուժերը («Ազատ դեմոկրատներ, «Հայկական վերածնունդ», ՕՐՕ դաշինք, «Կոնգրես-ՀԺԿ» դաշինք եւ Կոմկուս) չեն հաղթահարել նվազագույն շեմը:
