Եվրոպայի խորհրդի հանձնակատարը քննադատել է Ադրբեջանին

Եվրոպայի խորհրդի մարդու իրավունքների հանձնակատար Նիլս Մույժնիեկսը հանդես է եկել հոդվածով, որում անհանգստություն է հայտնել մարդու իրավունքների պաշտպանության խմբերի գործունեության շրջանակների նեղացման վերաբերյալ:

Նիլս Մույժնիեկսը նշել է, որ վերջին մի քանի տարիներին Եվրոպական երկրներում մարդու ազատությունները հետընթաց են ապրել: Այդ երկրներում աճող ճնշումներն ու խոչնդոտները ստացել են արտահայտնման տարբեր ձևեր, ինչպիսիք են իրավաբանական և վարչական սահմանափակումները, նոր սահմանափակող կանոնների չկատարման դեպքում պատժամիջոցների, այդ թվում` քրեական պատասխանատվության ենթարկելը, սպառնալիքները և նույնիսկ ֆիզիկական բռնությունները:
«Որոշ դեպքերում սոցիալական և քաղաքական միջավայրն այնքան վատ է, որ մարդու իրավունքների պաշտպանները ստիպված են լինում կամ նահանջել, կամ ընդհատակ անցնել»,- նշել է հանձնակատարը:
Հոդվածում Նիլս Մույժնիեկսը քննադատել է նաև Ադրբեջանում հասարակական կազմակերպությունների դեմ իրականացվող ճնշումները:
«2014-ի ամռանը Ադրբեջանի կառավարությունը մարդու իրավունքի ականավոր պաշտպանների և քաղաքացիական ակտիվիստների ենթարկել է ճնշումների և հետապնդումների: Նրանցից շատերը տարբեր քրեական մեղադրանքներով ձերբակալված են: Իրավապաշտպաններին առաջադրվել են «հայրենիքի դավաճանության» և «օտարերկրյա գործակալ» լինելու հատկանիշներով մեղադրանքներ: 2016-ին մի շարք ակտիվիստներ ազատ արձակվեցին, սակայն ակտիվիստների մի մեծ հատված շարունակում է ձերբակալված մնալ»,- նշել է Նիլս Մույժնիեկսը:
«2016-ին Մարդու իրավունքների եվրոպական դատարանը եկավ այն եզրակացության, որ Ադրբեջանում գործող «Մարդու իրավունքների ակումբ» հասարակական կազմակերպության նախագահ Ռասուլ Ջաֆարովի ձերբակալությունը նպատակ է հետապնդել նրան լռեցնելու, նրա՝ մարդու իրավունքների պաշտպանության ոլորտում ծավալվող գործունեությունը դադարեցնելու և ասպարեզից հեռացնելու» հավելել է նա:
Նիլս Մույժնիեկսը Ադրբեջանի կառավարությանը կոչ է արել դադարեցնել ճնշումներն ու հետապնդումները քաղաքացիական հասարակության և նրա տարբեր միավորումների նկատմամբ:
