Պետական մարմինները ոչ բոլոր դեպքերում են կատարում «Տեղեկատվության ազատության մասին» օրենքով նախատեսված դրույթները: Այս մասին «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում նշեց «Ինֆորմացիայի ազատության կենտրոն»-ի նախագահ Լիանա Դոյդոյանը: Կենտրոնը իրականացրել է տեղեկատվության տրամադրման վերաբերյալ մոնիտորինգ` դիտարկելով 37 արմնի պաշտոնական կայք:
«Մոնիտորինգի արդյունքները բացասական են, մենք տեսնում ենք, որ որոշ դեպքերում օրենքով սահմանված նվազագույն պահանջները հաճախ չեն իրականացվում: Օրինակ, սահմանված է, որ կայքը պետք է ունենա հաճախ տրվող հարցերի բաժին: Պետական մարմինները 5 անգամից ավելի նույն հարցը ստանալու դեպքում պետք է դրա պատասխանը հրապարակեն այդ բաժնում: Մոնիտորինգի արդյունքները ցույց են տալիս, որ ոչ միայն հաճախ տրվող հարցումները չեն թարմացվել, այլև բյուջեի կատարողականի մասին տեղեկությունները չեն թարմացվում»,-ասաց Լիանա Դոյդոյանը:
Մոնիտորինգի արդյունքները ցույց են տալիս, որ մարզպետարանի կայքերում վիճակը դրական է: Լիանա Դոյդոյանը նշեց, որ մարզպետարանների կայքերը մեկ հարթակի վրա են ստեղծվել, բաժինները նրանց տրվել են ի սկզբանե, այնուհետև տեղեկատվական լուրջ աշխատանք է կատարվել, այժմ էլ ակտիվ տեղեկությունները հրապարակվում են:
«Նախարարությունների կայքերի վիճակը բավական խրթին է: Ամեն մեկն իր ձևով է աշխատում, շատ դեպքերում քաղաքացիները խառնաշփոթի առաջ են կանգնում: Օրինակ, եթե ցանկանում են վիճակագրական տվյալներ, ապա չգիտեն վիճակագրություն բաժին մտնեն, հաշվետվության, թե այլ բաժին կա»,-ասաց Լիանա Դոյդոյանը:
Լիանա Դոյդոյանը նկատեց, որ պաշտոնական կայքերում պետք է հրապարակվեն այն անձի կոնտակտային տվյալները, ով պատասխանատու է տեղեկությունները տրամադրելու հարցում: Դրանից բացի, հրապարակվեն այդ անձի լիազորությունները: «Ինֆորմացիայի ազատության կենտրոն»-ի դիտարկումները ցույց են տալիս, որ կայքերի մեծ մասում հրապարակված չեն տվյալ պատասխանատու անձի լիազորությունները, կոնտակտային տվյալները:
