Շուտով հնարավոր կլինի մեկ կայքից հարցում ուղարկել ցանկացած պետական մարմնի

«Տեղեկատվության ազատության մասին» ՀՀ օրենքում սպասվում են մի շարք փոփոխություններ: Ինչպես «Արմենպրես»-ի մամուլի սահում հրավիրված ասուլիսում նշեց ՀՀ արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանը, օրենքը տարածվում է պետական, տեղական ինքնակառավարման մարմինների, պաշտոնատար անձանց, պետական, հմայնքային հիմնարկների, ինչպես նաև պետական բյուջեից ֆինանսավորում ստացող կազմակերպությունների վրա: Սա նշանակում է, որ բոլոր այն կառույցները, որոնք ամբողջական կամ մասնակի պետական ֆինանսավորում են ստանում, այս օրենքի ներգործության ներքո են, հետևաբար պետք է ապահովեն տեղեկատվության ազատությունը և իրենց գործունեության թափանցիկությունը:
«Հստակեցրել ենք գրավոր և բանավոր հարցումներին ներկայացվող պահանջները: Օրենքը, որպես հիմնական գործիք, դիտարկում է գրավոր հարցումը, այդուհանդերձ, հստակ դիտարկվում է, թե որ դեպքում հարցումը կարող է լինել նաև բանավոր: Որպես կարևոր նորամուծություն, ասեմ՝ մենք սահմանել ենք, որ կառավարությունը բանավոր հարցումների հետ կապված կարող է լրացուցիչ մեխանիզմներ ամրագրել»,-ասաց Սուրեն Քրմոյանը:
Արդարադատության նախարարի տեղակալը տեղեկացրեց, որ ներդրվում է նոր գաղափար, այն է` հանրային տեղեկատվական հարթակ` առցանց: Այսինքն` շուտով հնարավոր կլինի մեկ կայքից հարցում ուղարկել ցանկացած պետական մարմնի:
«Հաճախ մեր քաղաքացիները կարող են դժվարանալ, թե այս կամ այն հարցով ո՞ր մարմնին դիմեն, հաճախ դիմելու համար ծախսեր են կատարում, մասնավորապես, փոստային: Մենք մեխանիզմ ենք ներդնելու, որ մեկ հարթակից, մեկ կայքից քաղաքացին կարողանա մտնել և առցանց ցանկացած պետական մարմնի դիմել տեղեկատվություն ստանալու համար: Նաև այն դեպքերում, երբ քաղաքացին չգիտի, թե որ մարմնին դիմի: Այդ հարթակի միջոցով նա ուղղակի կարող է հարցում ուղարկել և օպերատորը կորոշի, թե որ մարմնին է դիմումը վերաբերում»,-ասաց Սուրեն Քրմոյանը:
«Տեղեկատվության ազատության մասին» ՀՀ օրենքն ընդունվել է 2003 թվականին: Նոր փոփոխությունները ներկայացվել են կառավարությանը, սակայն դեռ դրվելու են հանրային քննարկման:
