Կոնստանտին Տեր-Նակալյանը ֆեյսբուքյան իր էջում գրում է.

1994 թվականի մայիսին մենք ստորագրեցինք զինադադարի մասին համաձայնագիր։ Դրան հետևեցին բանակցությունների երկարուձիգ տարիները, որոնք այնքան երկար ու ձիգ էին, որ այս ընթացքում փոխվեց իրականություն։ Արդյունքում՝ 2017 թվականին ձևավորված ռեալիաները այնքան են տարբերվում 1997 թվականի ռեալիաներից, որ մի տեսակ զավեշտալի էլ է դարձել հող հանձնել-չհանձնելու պոլեմիկան։ Ամենաակտուալ իրադարձությանը անդրադառնանք՝ Լևոն Տեր-Պետրոսյանի հարցազրույցին։

Ըստ իս՝ Տեր-Պետրոսյանի կողմից արված իրավիճակի վերլուծությունը, ընդհանուր առմամբ, ճիշտ է։ Անհամաձայնություն առաջացնում են նրա առաջարկած լուծման տարբերակները և այն փաստարկները, որոնցով նա փորձում է հիմնավորել դրանք։ Սթափ գնահատենք իրավիճակը։ Ի՞նչ ցույց տվեց Ապրիլյան պատերազմը։ Ի թիվս այլ բաների՝ մենք սերտեցինք մեկ կարևոր դաս․ ի հեճուկս բոլոր փաստաթղթերի, միջազգային ատյանների ու նախկինում ձեռք բերված պայմանավորվածությունների՝ Ադրբեջանում ուժով հարցի լուծմանը հասնելու հարցում տաբու չկա։ Ասել է թե՝ եթե լինի հավանականություն 800-1800-3800 հեկտարներով տարածքներ հետ բերելու, Ադրբեջանը կգնա դրան։ Եթե զգան, որ իրական հավանականություն կա ամբողջը հետ բերելու, ապա տոտալ պատերազմի էլ կգնան ու մի հատ օֆ էլ չեն անի։

Ինչո՞ւմ էր ճիշտ Տեր-Պետրոսյանը։ Նրանում, որ իրավիճակը մտել է փակուղի, ու փաստացի ունենք մի իրավիճակ, երբ կա՛մ պետք է առաջնորդվենք Տեր-Պետրոսյանի առաջարկած տարբերակով, որը ոչ այլ ինչ է, քան կապիտուլյացիա, կա՛մ նոր պատերազմի նախապատրաստվենք։ Ազատագրված տարածքները բուֆերային գոտու ու առևտրի առարկայի կարգավիճակ իրոք ունեին 1994 թվականին, 1997-ին ու անգամ 2001-ին։ Հիմա դա էլ այդպես չէ, որովհետև 25 տարում դրանք դարձել են մեր էշելոնացված պաշտպանության ողնաշարը, ինչպես նաև լրջագույն հոգեբանական գործոն։ Եթե 97-ին դեռ հնարավոր էր ողջամիտ կոմպրոմիսի հասնել՝ դրանք հանձնելով, ապա հիմա դա հնարավոր չէ։

Այստեղից հետևություն՝ փոխզիջումը ենթադրում է, որ մենք էլ ենք ինչ-որ բան զիջելու, իրենք էլ։ Միևնույն ժամանակ, մենք ո՛չ հոգեբանորեն, ո՛չ էլ պրագմատիկ հաշվարկներից ելնելով՝ չենք կարող զիջել այս ազատագրված տարածքները, հետևաբար, մեզ պետք են ազատագրված նոր տարածքներ, որոնք էլ կդառնան նոր բուդերային գոտի ու առևտրի նոր առարկա։

Բայց այս սցենարն էլ ունի իր ռիսկերն ու ճգնաժամային կողմերը, որոնցից կառանձնացնեի երկուսը․

1․ Ի հեճուկս պաթոսիկների լալահառաչ զեղումների՝ իրականում չկա ոչ մի երաշխիք, որ մենք կարող ենք որոշիչ պարտությունների մատնել ադրբեջանական բանակին ու բավարար քանակությամբ հողեր վերցնել։ Ասեմ ավելին՝ փոքր չէ հավանականությունը, որ կարող ենք նաև տարածքային կորուստներ ունենալ։

2․ Մենք առ այսօր հոգեբանորեն պատրաստ չենք պատերազմական լուրջ գործողությունների անխուսափելի հետևանքներից մեկին՝ բազմաթիվ զոհերին։ Դրա համար պետք է, «ոչ մի թիզ հող» գոռալուց բացի, հանրային գիտակցությանը հասցնել նաև, որ այդ դիրքորոշումն իր գինն ունի, որն արտահայտվում է տասնյակ ու հարյուրավոր կյանքերով։ Պետք է ցածրացնել զգայականության այդ սանդղակը և իսկապես պաթետիկ «ոչ մի թիզ հող և ծովից ծով Հայաստան»-իզմից բացի՝ հանրային հոգեբանությունը բերել պրագմատիկ դաշտ։
