Ադրբեջանը պարտավոր է ճանաչել Արցախի ժողովրդի ինքնորոշման իրավունքի ամբողջական իրացումը. Շարմազանով

ՀՀ ԱԺ փոխնախագահ, ՀԱՊԿ խորհրդարանական վեհաժողովում ՀՀ ԱԺ պատվիրակության ղեկավար Էդուարդ Շարմազանովը մարտի 26-ին Սանկտ Պետերբուրգի Տավրիկյան պալատում մասնակցել է ՀԱՊԿ խորհրդարանական վեհաժողովի խորհրդի նիստին եւ հանդես է եկել ելույթով: Այս մասին տեղեկացրին ՀՀ ԱԺ հասարակայնության և տեղեկատվության միջոցների հետ կապերի վարչությունից:
ԱԺ փոխնախագահը մասնավորապես նշել է.
«Հարգելի գործընկերներ,
շնորհավորում եմ բոլորիս ՀԱՊԿ կազմավորման 15-ամյակի եւ ՀԱՊԿ խորհրդարանական վեհաժողովի կազմավորման 10-րդ տարեդարձի առթիվ: Ժամանակակից աշխարհում անվտանգության մարտահրավերների դիմակայումը պահանջում է օպերատիվ, ճկուն եւ ճշգրիտ որոշումների կայացում: Այսօր ՀԱՊԿ ԽՎ-ի առջեւ ծառացած են նոր խնդիրներ: Մենք ապրում ենք արագ փոփոխվող աշխարհում, եւ լարվածության աճը ՀԱՊԿ պատասխանատվության գոտում, այդ թվում Հարավային Կովկասում, ակնհայտ է:
ՀԱՊԿ խորհրդարանական վեհաժողովի աշնանային եւ գարնանային նստաշրջանների ընթացքում ՀՀ պետական սահմանին Ադրբեջանը դիմեց զինված արկածախնդրության` խախտելով 1994 թ. հրադադարը, ինչպես նաեւ Վիեննայում եւ Սանկտ Պետերբուրգում ձեռք բերված պայմանավորվածությունները: Նման վարքագիծն անթույլատրելի եւ դատապարտելի է:
ՀԱՊԿ-ը պաշտոնապես դատապարտել է դեկտեմբերյան այդ դիվերսիան՝ Ադրբեջանի գործողությունները որակելով «սադրանք»: Հարկ եմ համարում նշել, որ բացի ՀԱՊԿ գլխավոր քարտուղարի եւ մեր ռուս խորհրդարանական գործընկերների հայտարարություններից, ՀԱՊԿ մյուս դաշնակիցները զերծ մնացին Ադրբեջանի սադրիչ գործողությունները դատապարտող հայտարարություններից: Ադրբեջանի նման վարքագիծը սադրանք է ոչ միայն Հայաստանի, այլ նաեւ ՀԱՊԿ-ի հանդեպ: Ուստի, ՀԱՊԿ ԽՎ ներկայացուցիչների դատապարտող հայտարարություններն առավել քան անհրաժեշտություն են:
Հարգելի գործընկերներ,
խորհրդարանական մեր պատվիրակությունը ՀԱՊԿ պատասխանատվության գոտում հանդես է գալիս կոնֆլիկտների բացառապես խաղաղ կարգավորման օգտին, մասնավորապես Լեռնային Ղարաբաղի հիմնախնդրի հարցում: Մենք պետք է մեզնից կախված ամեն ինչ անենք՝ տարածաշրջանում կայունության հաստատման համար: Սակայն, խաղաղությունն ու կայունությունն ամրապնդելու համար Ադրբեջանը նախեւառաջ պետք է ճանաչի Արցախի ժողովրդի ինքնորոշման իրավունքի ամբողջական իրացումը:
Հուսով եմ՝ միջազգային հարթակներում համախմբված աշխատելու եւ միմյանց աջակցելու դեպքում մենք կարող ենք մեր դրական ներդրումն ունենալ ՀԱՊԿ պատասխանատվության գոտում անվտանգության հաստատման եւ ամրապնդման գործում»:
