«168 ժամ» թերթը գրում է. «Երեկ ՀՀ պաշտպանության նախարարության «Բաղրամյան» զորավարժարանում մեկնարկել են ՀԱՊԿ խաղաղապահ ուժերի՝ «Անխախտ եղբայրություն-2015» խորագրով զորավարժությունները, որոնց մասնակցելու նպատակով ավելի վաղ Հայաստան էին ժամանել Ռուսաստանի Կենտրոնական ռազմական օկրուգի ստորաբաժանումների ներկայացուցիչներ:

Թեեւ պաշտոնապես հայտարարվում է, որ այդ զորավարժությունները նախատեսված են եղել դեռ նախորդ տարվանից, սակայն, անկախ դրանից, հատկապես այս օրերին, ղարաբաղյան հակամարտության գոտում ու հատկապես հայ-ադրբեջանական սահմանին տեղի ունեցող իրադարձությունների ֆոնին՝ ՀԱՊԿ խաղաղարար ուժերի որեւէ միջոցառման անցկացումը Հայաստանում, մեղմ ասած, ծաղրի է նման:

Առավել եւս, երբ դրանք անց են կացվում «անխախտ եղբայրություն» պաթետիկ ու, այս դեպքում, առնվազն հեգնական խորագրի ներքո: Ադրբեջանը խոշոր տրամաչափի զինատեսակներից գնդակոծում է Հայաստանի սահմանամերձ բնակավայրերը, խաղաղ բնակիչներ են զոհվում այն սահմանին, որը պաշտպանելու պայմանագրային պարտավորություն ունեն ինչպես՝ Ռուսաստանը, այնպես էլ՝ ՀԱՊԿ-ն:

Ունեն, սակայն ոչ միայն չեն կատարում այդ պարտավորությունները, այլեւ Հայաստանի ուղղությամբ արձակվող կրակահերթերի ինտենսիվությանը զուգահեռ՝ ռուսական զենք են վաճառում Ադրբեջանին: Ու այդքանից հետո, այս օրերին, երբ Հայաստանի սահմանին իրական պատերազմական իրավիճակ է, իրական թշնամին հրետակոծում է բնակավայրերը, ՀԱՊԿ-ն զորավարժություն է անցկացնում «պայմանական թշնամու դեմ»: Սա վիրավորանք է Հայաստանի Հանրապետության, Հայաստանի հասարակության նկատմամբ:

Դա այնքան ակնհայտ է, որ անգամ բոլոր հարցերում Ռուսաստանին հավատարմության երդում տված Հայաստանի իշխանությունն է սկսել բարձրաձայնել ՀԱՊԿ-ի անգործության մասին: ՀԱՊԿ-ն ու Ռուսաստանը սահմանն անցել են այն աստիճանի, որ անգամ իրեն ավելի շատ ռուսական բանակի ներկայացուցչի պես դրսեւորող ՀՀ Գլխավոր շտաբի պետ Յուրի Խաչատուրովն է երեկ հայտարարել, թե Հայաստանն անգամ բարոյական աջակցություն չի ստանում ՀԱՊԿ-ի դաշնակիցներից: «Անշուշտ, ցանկալի կլիներ, որ ՀԱՊԿ անդամ երկրներն Ադրբեջանի հարձակումների առնչությամբ ավելի ակտիվ լինեին, բայց առայժմ, ցավոք, լուրջ արձագանք չկա: Ցանկալի կլիներ լսել նման արձագանք: Մենք անվտանգության նույն կառույցի, նույն համակարգի մեջ ենք, ուստի պետք է, որ գոնե արձագանք հնչի:

Առայժմ օգնություն չենք խնդրում, սակայն ցանկալի կլիներ ունենալ զուտ մարդկային աջակցություն»,- ասել է Խաչատուրովը, ի դեպ, նույն՝ «Անխախտ եղբայրություն» խորագրով զորավարժությունների բացման ժամանակ: Որքան աճում է լարվածությունը հայ-ադրբեջանական սահմանին, այնքան Ռուսաստանի ու ՀԱՊԿ-ի անգործությունն անցնում է բոլոր թույլատրելի սահմանները՝ օր օրի հասունացնելով հարցը՝ ի՞նչ գործ ունի ընդհանրապես Հայաստանը ՀԱՊԿ-ում, եւ ի՞նչ գործ ունեն ռուսական զորքերը Հայաստանում:

«Անխախտ եղբայրություն» զորավարժություններ անցկացնող ՀԱՊԿ-ն՝ ի դեմս Ռուսաստանի, իրականում զբաղված է եղբայրասպանությամբ, քանի որ զինում է իր ռազմավարական դաշնակցի հակառակորդին»:
