Հայտնի ադրբեջանցի իրավապաշտպանն առաջարկում է պատժամիջոցներ կիրառել Ադրբեջանի նկատմամբ

ԵՐԵՎԱՆ, 23 ՄԱՐՏԻ, ԱՐՄԵՆՊՐԵՍ: Ադրբեջանցի հայտնի իրավապաշտպան Օքթայ Գուլալիևը Ազատություն ռադիոկայանի հետ զրույցում անդրադարձել է Միացյալ Նահանգների Հելսինկյան կոմիտեի հայտարարությանը, որով կոմիտեն Ադրբեջանի կառավարությանը կոչ էր արել Նովրուզի տոնին անմիջապես ազատ արձակել բոլոր քաղբանտարկյալներին և հարգել ԵԱՀԿ շրջանակում ստանձնած հանձնառությունները մարդու իրավունքների, ժողովրդավարության և օրենքի գերակայության ոլորտում:
Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, հայտնում է ադրբեջանական azadliq.org-ը:
«Տեղական և միջազգային կազմակերպությունները արդեն երկար ժամանակ է Ադրբեջանի կառավարությանը քաղաքական բանտարկյալներին ազատ արձակելու կոչ են անում, սակայն կառավարությունը այդ կոչերին դրական արձագանք չի տալիս և այդ ուղղությամբ դրական միտումներ չեն նկատվում: Մարտի 21-ին Հելսինկյան կոմիտեն Ադրբեջանի կառավարությանը կոչ էր արել ազատ արձակել քաղբանտարկյալներին և հարգել մարդու իրավունքները: Մարտի սկզբին մարդու իրավունքները խախտելու և ժողովրդավարական անհրաժեշտ միջավայր չստեղծելու պատճառով «Հանքարդյունաբերության ոլորտում թափա նցիկություն» (EITI) միջազգային ազդեցիկ կազմակերպությունը Ադրբեջանի նկատմամբ պատժամիջոցներ կիրառելով` զրկեց կարգավիճակից, սակայն ակնկալվող փոփոխությունները չեն զգացվում»,-նշել է իրավապաշտմանը:
«Կոչերից և մեղադրանքներից բացի պետք է կիրառվեն նաև պատժամիջոցներ, չկա մի կառավարություն, որը չվախենա պատժամիջոցներից: Ադրբեջանը փոքր երկիր է, ես կարծում եմ, որ եթե լուրջ պատժամիջոցի վտանգ լինի, կառավարությունը ստիպված կգնա որոշակի բարեփոխումների»,- ավելացրել է իրավապաշտպանը:
Իրավապաշտպանի խոսքերով՝ պատժամիջոցները պետք է լինեն օրակարգում և պատժամիջոցների ու միջազգային ճնշման տակ հնարավոր է որոշակի փոփոխություններ լինեն:
Մարտի 21-ին ԱՄՆ Հելսինկյան կոմիտեն Ադրբեջանի իշխանություններին կոչ էր արել ազատել բոլոր քաղբանտարկյալներին:
«Հիասթափեցնող է, որ Նովրուզին շնորհված մի քանի հարյուր համաներման արդյունքում նախագահ Ալիևն ազատ արձակեց շատ փոքր թվով քաղբանտարկյալների: ԵԱՀԿ անդամ պետությունները պարտավորվում են հարգել խոսքի ազատությունը, այդ թվում և տեղեկատվության ու տեսակետների փոխանակման ազատությունը` բացառելով իշխանությունների միջամտությունը: Ադրբեջանի կառավարությունը պետք է հետևողական լինի ստանձնած հանձնառությանը` ազատ արձակելով ընդդիմադիր գործիչներին, քաղաքացիական ակտիվիստներին, լրագրողներին և կրոնական առաջնորդներին, ովքեր ներկայում բանտում են իրենց իրավունքների խաղաղ իրացման համար»-Նշված էր Հելսինկյան կոմիտեի հայտարարության մեջ:
«Նախագահ Ալիևի համաներումներից հետո մարդու իրավունքների տասնյակ ակտիվիստներ, լրագրողներ և քաղբանտարկյալներ տանջվում են բանտերում և ենթարկվում վատ վերաբերմունքի: Կոչ եմ անում Ալիևին իր երկրում հարգել մարդու իրավունքներն ու ժողովրդավարությունը, անմիջապես ազատ արձակել քաղբանտարկյալներին»,- նշել է Հելսինկյան կոմիտեի համանախագահ Քրիս Սմիթը:
