Արփինե Հովհաննիսյանը հանրության իրավագիտակցության մակարդակը բարձրացնելուն ուղղված քայլեր է առաջարկում

ՀՀ կառավարության այսօրվա նիստի ընթացքում Արդարադատության նախարար Արփինե Հովհաննիսյանը ներկայացրել է «Իրավական համաուսուցման, իրավական դաստիարակության և իրավաբանական կրթության համակարգի վերակառուցման հայեցակարգից բխող միջոցառումների ծրագիրը հաստատելու մասին» ՀՀ կառավարության որոշման նախագիծը:
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, Հայաստանում իրականացվող դատաիրավական բարեփոխումների շրջանակում նախարարը չափազանց կարևորել է իրավական կրթության և իրավական դաստիարակության դերն ու նշանակությունը:
«Բարեփոխումը կարող է արդյունավետ և ամբողջական լինել, եթե հանրության իրազեկվածության և իրավագիտակցության մակարդակը բարձր է: Այդ տեսանկյունից անչափ կարևորում եմ պետականորեն ընդունված և նպատակայնորեն գործող համակարգի առկայությունը»,-ասաց Արփինե Հովհաննիսյանը:
Միջոցառումների շրջանակում ակնկալվում է ստեղծել անհրաժեշտ հիմքեր իրավական դաստիարակության և իրավական վարքագծային մշակույթի արմատավորման հանրային համակարգի ձևավորման, իրավաբանական կրթության զարգացման միջոցառումների մշակման և իրականացման համար, որոնք միտված կլինեն առկա խնդիրներին հիմնարար լուծումներ տալուն:
Արդարադատության նախարար Արփինե Հովհաննիսյանն առաջարկում է կատարելագործել համակարգը՝ ընդգծելով, որ իրավական հասարակության, հանրային իրազեկվածության բարձրացման համար իրավական կրթության ու դաստիարակության խնդիրները պետք է ներառվեն նախադպրոցական կրթական հաստատությունների ծրագրերից սկսած մինչև հանրակրթական ուսումնական հաստատություններ:
Նախարարը կարևորել է այն հանգամանքը, որ միջին մասնագիտական իրավաբանական կրթական հաստատություններում պիտի ընդլայնվեն այն մասնագիտությունների և աշխատանքների ցանկը, որոնք հասանելի են լինելու ՀՀ քաղաքացիներին միջին մասնագիտական կրթական հաստատությունները ավարտելու միջոցով:
Արփինե Հովհաննիսյանը հավելել է նաև, որ այս ծրագրով նախատեսվում է կրեդիտային համակարգի առկայության միջոցով ապահովել շարժունակությունը՝ միջին մասնագիտական կրթական հաստատությունից դեպի բարձրագույն իրավաբանական կրթական հաստատություններ:
«Կարևորում եմ նաև այն հանգամանքը, որ մենք առաջարկում ենք վեր հանել բոլոր այն մասնագիտական գործունեության տեսակները, որոնց համար պահանջվում է բարձրագույն իրավաբանական կրթություն»,- ասաց նախարարը:
