ԱԱԾ-ն մեղադրանք է առաջադրել 3 պաշտոնյայի

«Փաստ» օրաթերթը գրում է.
Հայաստանում և արտերկրում կայուն ու համակարգված կապեր ունեցող մի խումբ անձինք 2016 թվականի ընթացքում տուրիստական գործունեության քողի ներքո կարողացել էին շուրջ 200 ՀՀ քաղաքացիների համար կեղծ փաստաթղթեր ու տեղեկություններ ներկայացնել հետխորհրդային երկրներում տեղակայված Շենգենյան համաձայնության երկրների դեսպանություններ և նրանց անունով ձեռք էին բերել շենգեն–վիզաներ: Կատարված կեղծիքներից անտեղյակ քաղաքացիներից խմբի անդամները յուրաքանչյուր արտոնագրի համար վերցրել էին 2000–ից 3500 եվրո գումար։
Անցյալ տարվա դեկտեմբերին Ազգային անվտանգության կողմից հայտնաբերվել էր անօրինական միգրացիայով զբաղվող այդ հանցավոր խումբը: Նախաքննության ընթացքում պարզվել էր նաև, որ ձևավորված հանցավոր մեխանիզմում ներգրավված են եղել նաև պետական հատուկ ծառայություն իրականացնող պաշտոնատար անձինք: Նրանք տարբեր չափի կաշառքների դիմաց ապահովել են ապօրինի հիմքերով ստացված արտոնագրերով քաղաքացիների անարգել ելքը Հայաստանի Հանրապետությունից:
Առերևույթ հանցագործություններ կատարելու համար անցյալ տարեվերջին 5 անձի մեղադրանքներ են առաջադրվել անօրինական միգրացիա կազմակերպելու (ՀՀ քրեական օրենսգրքի 329.1 հոդված), կաշառք ստանալու (ՀՀ քրեական օրենսգրքի 311 հոդված), կաշառք տալու (ՀՀ քրեական օրենսգրքի 312 հոդված) և կաշառքի միջնորդության (ՀՀ քրեական օրենսգրքի 313 հոդված) համար:
«Փաստի» հարցմանն ի պատասխան ՀՀ ԱԱԾ մամուլի կենտրոնից հայտնեցին, որ քննչական վարչության վարույթում քննվող անօրինական միգրացիայի կազմակերպման դեպքի առթիվ հարուցված քրեական գործով նախաքննությունը շարունակվում է։ Սույն գործով մեղադրանք է առաջադրվել 7 քաղաքացու, այդ թվում 3 պաշտոնատար անձի` կաշառք ստանալու համար:
«Պայմանավորված քրեական գործի մեծ ծավալով` վերը նշված 7 անձանց նկատմամբ առաջիկայում նախատեսվում է ՀՀ քրեական դատավարության օրենսգրքի 28–րդ հոդվածի կարգով գործ անջատել և մեղադրական եզրակացությամբ ուղարկել ՀՀ գլխավոր դատախազություն: Անօրինական միգրացիայի կազմակերպման մյուս դրվագներով նախաքննությունը շարունակվում է»:
Մեկ իրազեկում ևս. հետխորհրդային երկրների տարածքներում տեղակայված Շենգենյան համաձայնության երկրների դեսպանություններից մուտքի արտոնագրեր կարող են ստանալ միայն այն դեպքում, երբ տվյալ երկրում օրինական բնակության իրավունքի ապացույց է ներկայացվում: Բացի այդ հարկավոր է անձամբ այցելել տվյալ դեսպանատուն, հակառակ դեպքում հետխորհրդային տարածքի երկրներում գործող Շենգենյան համաձայնագրի երկրների մուտքի արտոնագիր հնարավոր չէ ստանալ:
