ՌԴ-ի նախագահ Վլադիմիր Պուտինը Դաշնության խորհրդի քննարկմանն առաջարկություն Է ներկայացրել արտասահմանում Ռուսաստանի զորակազմի օգտագործմանը համաձայնության մասին որոշում ընդունելու վերաբերյալ, տեղեկացնում Է «Արմենպրես»-ը՝ հղում անելով Կրեմլի մամուլի ծառայությանը:

«Ռուսաստանի նախագահ Վ. Վ. Պուտինը Ռուսաստանի Դաշնության Սահմանադրության 102 հոդվածի առաջին մասի «դ» կետի հիման վրա ՌԴ Դաշնային ժողովի Դաշնային խորհրդին առաջարկություն Է ներկայացրել Ռուսաստանի Դաշնության տարածքի սահմաններից դուրս ՌԴ զինված ուժերի զորակազմի օգտագործմանը համաձայնության մասին ՌԴ Դաշնության ժողովի Դաշնության խորհրդի որոշում ընդունելու վերաբերյալ՝ միջազգային իրավունքի հանրաճանաչ սկզբունքների ու նորմերի հիման վրա»,-ասված Է հաղորդագրության մեջ:

2014 թվականի մարտին Պուտինը Դաշնության խորհրդին դիմում Էր ներկայացրել Ուկրաինայի տարածքում ՌԴ-ի զինված ուժերն օգտագործելու վերաբերյալ՝ մինչեւ այդ երկրում հասարակական-քաղաքական իրադրության նորմալացումը, եւ վերին պալատը միաձայն համաձայնել Էր դրան:
