Խճճված ընտրակարգ. ինչպես են բաշխվելու ԱԺ մանդատները
POLITICS«Ժողովուրդ» օրաթերթն իր նախորդ համարներից մեկում ներկայացրել էր խճճված նոր ընտրական կարգը եւ բացատրել, թե ինչ պետք է իմանա ընտրատեղամաս գնացող ընտրողը: Իրականում ամեն ինչ բարդ է ոչ միայն քվեարկության գործընթացի, այլեւ ձայների հաշվարկի հետ կապված: Այս անգամ կներկայացնենք, թե քվեարկությունից հետո ինչպես է կատարվում ձայների հաշվարկը, եւ ինչպես են բաշխվում մանդատները:
Ինչպես հայտնի է՝ այս անգամ քվեաթերթիկն ունենալու է երկու կողմ. առաջին էջում նշվում են ընտրություններին մասնակցող կուսակցության անվանումը, կուսակցությանը տրված համարը, ինչպես նաեւ համապետական ընտրական ցուցակի առաջին երեք թեկնածուների ազգանունները, անունները եւ հայրանունները: Իսկ քվեաթերթիկի երկրորդ էջում նշվում են ընտրություններին մասնակցող կուսակցության, տարածքային ցուցակում ընդգրկված թեկնածուների ազգանունները, անունները եւ հայրանունները՝ այբբենական հերթականությամբ: Թեկնածուների անունների աջ կողմում կլինեն դատարկ քառանկյուններ՝ նշում կատարելու համար: Հենց այս կողմում էլ պետք է կատարվի քվեարկությունը:
Անդրադառնանք մանդատների բաշխման կարգին. նախ նշենք, որ մանդատների բաշխման մասին որոշում ընդունվում է այն դեպքում, եթե ընտրություններին մասնակցող կուսակցություններից կամ դաշինքներից մեկը մանդատների բաշխման արդյունքում ստացել է առնվազն 53 մանդատ: Ազգային ժողովի մանդատները բաշխվում են այն ուժերի ընտրական ցուցակների միջեւ, որոնք ստացել են կուսակցությունների դեպքում՝ 5, իսկ դաշինքի դեպքում՝ 7 տոկոս ձայն:
