«Փաստ» օրաթերթը գրում է. Խորհրդարանական ընտրություններին մասնակցող գրեթե բոլոր քաղաքական ուժերն իրենց նախընտրական ծրագրերում հատուկ անդրադարձ ունեն արցախյան հիմնախնդրին և նրա կարգավորմանը։ Մի ուժը նշում է փոխզիջումային տարբերակով հիմնախնդրի լուծում, մյուսը` մեկ այլ բան և այլն։ Այս բոլոր ծրագրային դրույթները, սակայն, այդպես էլ չեն պատասխանում մի հարցի՝ թե արդյոք մեր քաղաքական ուժերն իրենց ծրագրերում արցախյան հիմնահարցի լուծումներն առաջարկելուց առաջ այդ հարցը համաձայնեցրել են Արցախի Հանրապետության ղեկավարության հետ։ Վերջիվերջո ակնհայտ փաստ է, որ Արցախը, թեկուզ և միջազգային ճանաչում չստացած, սակայն գործով անկախ պետականություն է, ունի պետական կառավարման բոլոր ճյուղերն ու ենթակառուցվածքները՝ նախագահ, Ազգային ժողով, կառավարություն, Սահմանադրություն։ Արդյոք հայաստանյան այս կամ այն քաղաքական ուժը իրավասո՞ւ է որոշումներ կայացնել փաստացի գոյություն ունեցող պետականության փոխարեն։ Կարծես թե այս հարցի պատասխանը միանշանակ է՝ որևէ պետություն, առավել ևս առանձին քաղաքական ուժ, իրավունք չունի որոշել որևէ հարց Արցախի փոխարեն։

Սակայն այս փաստը մեր որոշ քաղաքական ուժեր հեշտորեն շրջանցում են, ավելին, հենց արցախյան հիմնահարցի վրա փորձում տարատեսակ քաղաքական դիվիդենտներ շահել, ինչը մեղմ ասած, տարօրինակ է։ Հետաքրքիր է նաև այն, որ Արցախի իշխանությունները դեռևս չեն արձագանքել այս իրողությանը, ինչը նշանակում է, որ կամ առաջիկայում նման արձագանք կլինի, կամ էլ պարզապես Արցախի իշխանությունները հարկ չեն համարում անդրադառնալ այս թեմային, քանի որ այն, մեղմ ասած, սնանկ է, քանի որ վերջնական հաշվով, ինչ էլ առաջարկի այս կամ այն քաղաքական ուժը, վերջնական որոշողը Արցախի բնակչությունն է։ Սակայն մյուս կողմից, այ ս լռությունը հարթակ է դառնում, որտեղ հիմնախնդիրը շահարկվում է, ինչը պարզապես անթույլատրելի է։ Ի դեպ, այստեղ պետք է շեշտել, որ ասվածը չի վերաբերում այն ուժերին, որոնք իրենց ծրագրերում պարզապես նշում են, որ հիմնախնդիրը պետք է լուծվի Արցախի ազգաբնակչության ինքնորոշման իրավունքի հիման վրա։ Թերևս այս կետից ավել որևէ կուսակցություն որևէ այլ տարբերակ, կարծես թե, չպետք է առաջարկեր, քանի որ Հայաստանը ընդամենը կարող է երաշխավորել այս իրավունքի իրականացումը և ոչինչ ավելի։

Թերևս հենց այս տեսանկյունից պետք է շեշտել, որ հայաստանյան մի շարք քաղաքական ուժերի կողմից առաջարկվող տարատեսակ լուծումներն ըստ էության բուտաֆորիա են, որևէ կապ չունեն իրականության հետ, և որևէ կերպ չեն կարող ռեալ գործոն դառնալ։ Հենց այս փաստն է նաև, որ պետք է գիտակցի հայաստանյան հասարակությունը՝ արցախյան կարգավորման շուրջ ծավալվող զարգացումներին հետևելիս։
