Գերատեսչություն, որի ներկայությունը ոչ ոք չի զգում. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Հայաստանի իշխանությունները դեռ երկար ժամանակ կփնտրեն այն ռացիոնալ կետը, որով կկարողանան կապող օղակ դառնալ ԵՄ–ի և ԵԱՏՄ–ի միջև առևտրատնտեսական և այլ կապեր հաստատելու և զարգացնելու համար: Խնդիրն այն է, որ ինչպես կառավարության շատ նախաձեռնություններ, որոնք այդպես էլ մնում են թղթի վրա, այնպես էլ մի ողջ գերատեսչություն հայ–հարայով ստեղծվեց ու մնաց անհասկանալի բոլորի համար: Խոսքը Միջազգային տնտեսական ինտեգրման և բարեփոխումների նախարարության մասին է: Ուշագրավն այն է, որ մինչ օրս հասարակության համար այդպես էլ պարզ չէ, թե ինչ նպատակով այն ձևավորվեց և այսքան ժամանակ ինչով է զբաղված:
Հետաքրքիր է, որ այս գերատեսչության մասին որևէ տեղեկություն հնարավոր չէ գտնել, քանի որ այն նույնիսկ պաշտոնական կայք–էջ չունի, իսկ կառավարության կայքում նախարարությանը վերաբերող բաժնում նշված՝ www.mieir.am հասցեն էլ գոյություն չունի: Բայց, պատկերացրեք, որ այդ ամենն ամենևին էլ չի խանգարում, որ ՀՀ փոխվարչապետ ու նախարար Վաչե Գաբրիելյանը տարբեր առիթներով մասնակցի միջոցառումների ու ինչ–որ ընդհանրական մտքեր արտահայտի:
Օրերս Երևանում անցկացված «Վալդայ» բանավեճի միջազգային ակումբի արտագնա նիստում ՀՀ փոխվարչապետն ասել էր, որ Երևանը կարող է լավ հարթակ լինել ԵՄ–ի և ԵԱՏՄ միջև երկխոսություն սկսելու համար: Միևնույն ժամանակ նա տեղեկացրել է, որ ՀՀ–ԵՄ տնտեսական համագործակցությունը չի լինի այն մակարդակի, ինչպես նախորդի՝ Ասոցացման համաձայնագրի դեպքում էր, քանի որ Հայաստանը ներկայում ԵԱՏՄ անդամ է: Այդ դեպքում հարց է ծագում, թե այս պայմաններում ինչպես է Հայաստանը կարողանալու իր ունեցած կիսատ հնարավորություններով դառնալ ԵՄ–ԵԱՏՄ հարաբերությունների զարգացման «լավ հարթակ»:
Այն, որ եվրոպական շատ երկրներում մեծ հետաքրքրություն կա վերսկսելու առևտրային համագործակցությունը Ռուսաստանի, ինչպես նաև ԵԱՏՄ այլ երկրների հետ, միանշանակ է: Հանուն անկեղծության նշենք, որ այդ ցանկությունը անհասկանալի պայմաններում ծնված ու «գործող» այս «գերատեսչության» կամ էլ նրա ղեկավարի համառ ջանքերի շնորհիվ չի ծնվել, իսկ այն, որ այս կամ այն հանդիպումների ժամանակ Վ. Գաբրիելյանն ասում է, թե՝ «Հայաստանի տնտեսությունը մի շարք պարամետրերով առավել ազատական է, ինչից ելնելով էլ եվրոպական երկրները հետաքրքրված են աշխատել Հայաստանի հետ՝ դիտարկելով այն որպես կապող օղակ ԵՄ–ի և ԵԱՏՄ–ի միջև, հեքիաթ է, որին անգամ ինքը չի կարող հավատալ:
