Հայաստանի զբոսաշրջային պոտենցիալի ճիշտ օգտագործումը պահանջում է օտարերկրյա փորձի կիրառում: Հայաստանը կարող է իր օտարերկրյա գործընկերների հետ համագործակցության ոլորտում առանձին հարթակ ստեղծել զբոսաշրջության ոլորտում համագործակցությունը խորացնելու համար: Տուրիզմի զարգացման տեսանկյունից Հայաստանի առանցքային գործընկերը կարող է լինել Ֆրանսիան, մի երկիր, որտեղ զբոսաշրջության ոլորտը զարգացած մակարդակի է հասել, և ամեն տարի Ֆրանսիա են այցելում տասնյակ միլիոնների հասնող զբոսաշրջիկներ:

Ֆրանսիական փորձի կիրառումը և զբոսաշրջիկերի փոխադարձ այցելությունների ակտիվացումը մեծ օգուտ կարող է բերել մեր երկրին: Փոխադարձ համագործակցության ներուժը հաշվի առնելով՝ ՀՀ տնտեսական զարգացման և ներդրումների նախարար Սուրեն Կարայանը և Ֆրանսիայի արտաքին գործերի և միջազգային զարգացման նախարար Ժան-Մարկ Էյրոն Փարիզում հուշագիր են ստորագրել՝ ուղղված զբոսաշրջության ոլորտում Հայաստանի և Ֆրանսիայի միջև համագործակցության զարգացմանն ու ամրապնդմանը:

ՀՀ տնտեսական զարգացման և ներդրումների նախարարությունը հաղորդագրություն է տարածել, որում ներկայացրել է երկու երկրների կողմից այս ուղղությամբ ձեռնարկվող քայլերը՝

ա) հմտությունների և փորձի փոխանակում ընդհանուր հետաքրքրություն ներկայացնող ոլորտներում,

բ) զբոսաշրջիկների ընդունելության պայմանների և անվտանգության բարելավում երկու երկրներում, 
գ) զբոսաշրջային ուղղությունների փոխադարձ խթանում զանգվածային լրատվամիջոցներով, զբոսաշրջային գործակալությունների ներգրավմամբ և զբոսաշրջային երթուղիների ներկայացման միջոցով, 
դ) թեմատիկ համագործակցության զարգացում զբոսաշրջության ոլորտում, մասնավորապես գաստրոնոմիայի, մշակույթի, էկոտուրիզմի, մասնագիտական կրթության, լեռնային տուրիզմի և գյուղական տուրիզմի՝ հատկապես երկու երկրների տեղական ինքնակառավարման մարմինների միջև գործընկերության շրջանակներում ընդգրկված ոլորտներում, երկու երկրների զբոսաշրջության մասնավոր հատվածների միջև փոխադարձ ներդրումների և համագործակցության խրախուսում, 
ե) երկու երկրների արհեստագործական, գաստրոնոմիական, մշակութային և գեղարվեստական արտադրանքի փոխադարձ խրախուսում բարձր զբոսաշրջային ներուժ ունեցող տեղական և ազգային միջոցառումների շրջանակում, 
զ) երկու երկրների միջև զբոսաշրջության հարցերով համագործակցությունն ամրապնդող ցանկացած գործունեություն, ինչպես մասնագիտական կրթությունը, թվային տեխնոլոգիաները կամ օդային հաղորդակցությունը:
