Ադրբեջանցի մարդու իրավունքների ակտիվիստները, լրագրողներն ու քաղաքական այլախոհները հայտնվել են կիբեր հարձակումների թիրախում, ինչի նպատակը տվյալ ադրբեջանցիների մասին անձնական տեղեկություններ ստանալն է: Ինչպես հաղորդում է «Արմենպրես»-ը, Amnesty International կազմակերպությունը հրապարակած նոր հայտարարության մեջ հայտնում է, որ հետաքննության տվյալներով` հարձակումները, որոնք վտանգի տակ են առնում գաղ տնաբառերն ու կոնտակտային ինֆորմացիան, ուղղվել են Ադրբեջանի կառավարության տարբեր քննադատների դեմ:
Հարձակման ենթարկվածները համոզմունք են հայտնել, որ հարձակումների հետևում կանգնած են Ադրբեջանի իշխանությունները: «Մեր ուսումնասիրությունները ցույց են տվել, որ թիրախավորված և համակարգված կիբեր արշավն իրականացվում է Ադրբեջանում քննադատական ձայների դեմ, որոնցից շատերը կառավարության բռնաճնշումների զոհերն են արդեն տևական ժամանակ: Վնասակար ծրագիրը մշակվել է թիրախի մասին հնարավորինս շատ անձնական տեղեկություն հավաքելու նպատակով»,- նշել է Amnsety International-ի ավագ տեխնոլոգ Կլաուդիո Գուարնիերին:
Amnsety International-ի հրապարակած «Կեղծ ընկերներ. ինչպես են կեղծ հաշիվները և ծրագրերը թիրախավորում Ադրբեջանում այլախոհներին» խորագրով զեկույցում ներկայացված են մանրամասներ, թե ինչպես են զոհի կարգավիճակում գտնվող անձինք ենթարկվում հարձակման: Վիրուսային ներդիր ունեցող էլեկտրոնային նամակները կեղծ բաժանորդներից ուղարկվում են թիրախներին: Եթե ստացողը կցված ֆայլը փորձում է բացել, համակարգչի մեջ ներբեռնվում է վիրուսը, որը թույլ է տալիս հարձակվողին տեսնել, թե թիրախն ինչ է գրում:
Վիրուս պարունակող էլեկտրոնային նամակները մեծապես ուղարկվել են մարդու իրավունքների պաշտպաններին և քաղաքական ակտիվիստներին, որոնցից մեկն էլ նախկինում ազատազրկված իրավաբան Ռասուլ Ջաֆարովն է: «Ես հավատացած եմ, որ Ադրբեջանի իշխանությունները փորձում են մոտիկից հետևել ցանկացած մեկին, ով քննադատում է կառավարությանը, ծավալում է այնպիսի գործողություններ, որոնց կառավարությունը հավանություն չի տալիս»,- նշել է Ջաֆարովը կազմակերպության հետ զրույցում:
