Լեռնային Ղարաբաղի հակամարտությունը ռազմական լուծում չունի. Նոր լարումն անթույալտրելի է: Այս մասին հայտարարեց Հայաստանի ՀանրապետությունումՌուսաստանի Դաշնության արտակարգ և լիազոր դեսպան ԻվանՎոլինկինը` մեկնաբանելով վերջին շրջանում ԼՂ հակամարտության գոտում Ադրբեջանի կողմից հրահրվող լարվածությունը: «Լեռնային Ղարաբաղի հակամաÖ �տության գոտու շփման գծում ժամանակ առ ժամանակ առաջանում է լարվածություն: Իհարկե, շատ տխուր փաստ է, որ շփման գծում սկսել են կիրառվել նախկինում չգործածված նոր տիպի զինատեսակներ: Ես անկեղծ հույս ունեմ, որ ԼՂ հակամարտության նոր էսկալացիա չի լինի, քանի որ այն չի կարող լուծվել ռազմական ճանապարհով. նրա միակ լուծումը պետք է լինի միայն բանակցային սեղանի շուրջ: Ես չեմ կարող ասել , թե դա երբ կլինի, բայց հակամարտության երկու կողմերը, ինչպես նաև միջազգային հանրությունը և մասնավորապես ԵԱՀԿ Մինսկի խմբի համանախագահները պետք է ջանքեր գործադրեն այս հակամ արտության կարգավորման ուղղությամբ»,-  հայտնեց նա:

Անդրադառնալով Մինսկի խմբի համանախագահների այն կոչին, որով Հայաստանի և Ադրբեջանի նախագահներին կո չ էր արվում ընդունել հրադադարի խախտումների հետաքննության` ԵԱՀԿ առաջարկած մեխանիզմը, Իվան Վոլինկինը նշեց հետևյալը. «Այդ մեխանիզմի գործարկումը անհնար է առանց երկու կողմերիհամաձայնության և այդ ուղղությամբ պետք է աշխատել: Անշուշտ, սահմանային դեպքերի հետաքննության մեխանիզմի կիրառությունն< b>անհրաժեշտ է, բայց դրանից առաջ նաև պետք է բարձրացնել փոխադարձ վստահության մեխանիզմները»:

Մինսկի խմբի համանախագահներ Իգոր Պոպովը (Ռուսաստան), Ջեյմս Ուորլիքը (ԱՄՆ), Պիեր Անդրիուն (Ֆրանսիա), ԵԱՀԿ գործող նախագահի անձնական ներկայացուցիչդեսպան Անջեյ Կասպրշիկը` Նյու Յորքում սեպտեմբերի 24-ին ՀՀ ԱԳ նախարար Էդվարդ Նալբանդյանի և սեպտեմբերի 25-ին Ադրբեջանի ԱԳ նախարար ԷլÕ �արՄամեդյարովի հետ առանձին-առանձին և նախարարների հետ միացյալ հանդիպումներից հետո հանդես են եկել հետևյալ հայտարարությամբ. «Մենք կոչ ենք անումՀայաստանի և Ադրբեջանի նախագահներին ընդունել հրադադարի խախտումների հետաքննության` ԵԱՀԿ առաջարկած մեխանիզմը: Առանց այդպիսի մեխանիզմիկողմերը կշարունակեն միմյանց մեղադրել< /i> շփման գծում և Հայաստան-Ադրբեջան սահմանին մահացու հարվածներ հասցնելու մեջ: Հայաստանը համաձայնել էքննարկել մեխանիզմի մանրամասները. մենք կոչ են անում Ադրբեջանին անել նույնը»:  

Համանախագահները խիստ տոնով դատապարտել են հրետանու կիրառումը, որը վերջին օրերին լուրջ վնասներ ու կորուստներ է պատճառել` ցավակցություն հայտնելով զոհվածների հարազատներին:
