«168 ժամ» թերթը գրում է.

«Ռուսաստանը ցուցադրականորեն հրաժարվում է ինչ-որ գործողություններից եւ որոշումներից ԼՂ հակամարտության բանակցային գործընթացում առանց ԵԱՀԿ Մինսկի խմբի մյուս համանախագահների»,- այս մասին մեզ հետ զրույցում ասաց Միջազգային իրավունքի ռուսական ասոցիացիայի անդամ, իրավաբանական գիտությունների թեկնածու Դենիս Դվորնիկովը՝ անդրադառնալով ԼՂ հակամարտության գոտում տիրող իրավիճակին եւ բանակցային գործընթացում ի հայտ եկող միտումներին։

Նա նշեց, որ շատ շուտով մենք հիշելու ենք ապրիլյան պատերազմի  մեկ տարին, ինչպես նաեւ մի շարք կորսված հնարավորություններ։ Դվորնիկովի որակմամբ, 2016թ. ապրիլը սանձազերծեց Երեւանի ձեռքերը։ «Լավ հնարավորություն էր ստեղծվել վերսկսել բանակցային գործընթացը, դրան միացնելով նաեւ ԼՂՀ ներկայացուցիչներին։ Այդ հնարավորությունը, չգիտես թե ինչու, բաց թողնվեց։ Կրկին «Մոսկվա՞ն է մեղավոր»։

Դա, իհարկե, շատ հարմարավետ բացատրություն է։ Կարելի է ընդհանրապես ոչինչ չանել, չլուծել սեփական խնդիրները եւ հենց ինչ որ այլ բան՝ մատնանշել Կրեմլին այն դեպքում, երբ Ռուսաստանը ցուցադրականորեն հրաժարվում է ինչ-որ գործողություններից եւ որոշումներից բանակցային գործընթացում առանց ԵԱՀԿ Մինսկի խմբի մյուս համանախագահների։ Մոսկվայի համար «ղարաբաղյան հարցն» այն գլխավոր հարթակն է, որտեղ կա ամբողջական համաձայնություն արեւմտյան գործընկերների հետ։ Ներկայումս դա էական ռեսուրս է, որը թույլ է տալիս ԵՄ-ի եւ ԱՄՆ-ի հետ շփման գիծ գտնել»,- ասաց Դենիս Դվորնիկովը։

Խոսելով ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանի՝ «Իսկանդերը» կիրառելու վերաբերյալ հայտնի հայտարարությանը, Դենիս Դվորնիկովն ասաց.

««Իսկանդերի» հնարավոր կիրառության մասին հայտարարությունը լուրջ նախազգուշացում էր Բաքվի իշխող ռեժիմի համար։ Դա մեկ նպատակով արվեց՝ թույլ չտալ մասշտաբային ագրեսիայի նոր գործողություններ։ Ցավոք սրտի, հենց Ադրբեջանն է մղում նման հայտարարության։ Արցախի հնարավոր ճանաչման հայտարարությունն անկասկած ինտրիգային է։ Բայց դա մեզ կրկին էությունից շեղում է հարցից, թե ինչ է արել Հայաստանը, որպեսզի ԼՂՀ-Արցախը վերադարձնի բանակցային սեղան։ Դա շատ ավելի կարեւոր է, քան ինչ-որ առեղծվածային երկրի կողմից Արցախի ճանաչումը։

Ինչ վերաբերում է Ադրբեջանի գործողություններին, ապա դրանք բավականին կանխատեսելի են։ Յուրաքանչյուր իրադարձություն, որն ավելորդ անգամ հաստատում է, որ Արցախը արդյունավետ եւ ամբողջական պետություն է, ագրեսիա է հարուցում։ Անհրաժեշտ է տեղում ցույց տալ, որ հակամարտությունը կարգավորված չէ։ Իսկ ԼՂՀ ՊԲ-ն ցույց տվեց, որ պատրաստ է նման «ավանդական» հարձակումների»։
