Չնայած մեր սահմաններին առկա լարվածությանը, Հայաստանի ներգրավվածությունը միջազգային խաղաղապահության ոլորտում աստիճանաբար ընդլայնվում է թե՛ աշխարհագրության, թե՛ քանակական եւ թե՛ որակական իմաստով: Այս մասին, սեպտեմբերի 28-ին, Նյու Յորքում ՄԱԿ-ի խաղաղապահությանը նվիրված գագաթնաժողովի ժամանակ ունեցած իր ելույթում հայտարարել է ՀՀ նախագահ Սերժ Սարգսյանը:
Նա իր ելույթում, մասնավորապես, նշել է.
«Շնորհակալ եմ նախագահ Օբամային միջազգային անվտանգության տեսանկյունից առանցքային նշանակության այս գագաթնաժողովը նախաձեռնելու համար:
Չնայած միջազգային հանրության կողմից զինված հակամարտությունների կանխարգելմանը եւ դրանց խաղաղ կարգավորմանն ուղղված վիթխարի ջանքերին՝ խաղաղապահությունն ու անվտանգությունը շարունակում են մնալ փխրուն եւ խոցելի:
Ուրախությամբ եմ նշում, որ չնայած մեր սահմաններին առկա լարվածությանը, Հայաստանի ներգրավվածությունը միջազգային խաղաղապահության ոլորտում աստիճանաբար ընդլայնվում է թե՛ աշխարհագրության, թե՛ քանակական եւ թե՛ որակական իմաստով: Հայաստանն այսօր արդեն միջազգային խաղաղապահության եւ անվտանգության ակտիվ ներդրող է հանդիսանում` կուտակելով զգալի փորձ անցած տասնամյակի ընթացքում:
2004 թվականից հայ խաղաղապահները սկսել են ծառայություն իրականացրել Կոսովոյում, իսկ հետագայում՝ նաեւ Իրաքում: 2010 թվականից մեր մասնակցությունը բերեցինք Աֆղանստանում անվտանգության աջակցման միջազգային ուժերին: 2015-ից սկսած այդ երկրում մասնակցում ենք «Վճռական աջակցություն» առաքելությանը եւ, ինչպես բազմիցս հայտարարել ենք, մեր միջազգային գործընկերների հետ մնալու ենք այնքան, որքան անհրաժեշտ է:
Անցյալ տարի մենք ընդլայնեցինք խաղաղապահ առաքելությունում մեր ներգրավվածությունը: Այժմ արդեն ներկա ենք Լիբանանում տեղակայված ՄԱԿ-ի ՅՈԻՆԻՖԻԼ առաքելությունում: Այս տարվա հուլիսին մեկնարկեց Հայաստանի մասնակցությունը Մալիում գործող ՄԻՆՈՒՍՄԱ խաղաղապահ առաքելությանը: Իսկ բոլորովին վերջերս ՄԱԿ֊-ի խաղաղապահ գործողություններին մեր ապագա մասնակցության եւ համապատասխան կարողությունների զարգացման ու տրամադրման առումով մենք ստանձնել ենք նոր հանձնառություններ, որոնք են երկրորդ աստիճանի դաշտային հոսպիտալի եւ կցագրված անձնակազմի նախապատրաստումը եւ ինքնաշեն պայթուցիկ սարքերի վնասազերծման հատուկ վաշտի պատրաստականության ապահովումը:
Հայաստանի խաղաղապահ կարողությունների ստեղծման եւ զարգացման պարագայում առանցքային է եղել ԱՄՆ-ի, Հունաստանի, Գերմանիայի, ինչպես նաեւ ՆԱՏՕ-ի կառույցների եւ մյուս անդամ պետությունների դերակատարությունը, ինչի համար հատուկ շնորհակալություն եմ հայտնում:
Միջազգային խաղաղության ու անվտանգության պահպանումը բոլորի՝ թե՛ մեծ թե՛ փոքր պետությունների առաջնային պատասխանատվությունն է, իսկ խաղաղապահությունը՝ այդ նպատակին հասնելու գլխավոր միջոցներից մեկը: Այսօր մեզ դեռեւս հարկավոր են լրացուցիչ հավաքական ջանքեր` այն առավել ամրապնդելու համար: Ակնհայտ է, որ միայն համապարփակ, համադրված ու կշռադատված մոտեցմամբ է հնարավոր ունենալ խաղաղ եւ ապահով աշխարհ»:
