Գերփոքր ու փոքր բիզնեսին հարկային «արձակուրդ» տալու ծրագիրը կնպաստի տնտեսության զարգացմանը

Շիրակի մարզը գյուղատնտեսական է, ու մարզի տնտեսական զարգացման գերակա խնդիր պետք է դիտել նախ գյուղատնտեսությունն, ապա՝ տեղեկատվական տեխնոլոգիաների ու փոքր ձեռներեցության զարգացումը: Զբոսաշրջությունը ևս մարզի զարգացման գրավականն է:

Այս մասին մարտի 4-ին լրագրողների հետ հանդիպման ժամանակ նշեց Հայաստանի Հանրապետական Կուսակցության կողմից վարկանիշային ցուցակով առաջադրված պատգամավորության թեկնածու, տնտեսագիտական գիտությունների դոկտոր, պրոֆեսոր Սամսոն Դավոյանը։

«Մարզը գյուղատնտեսական մարզ կարելի է համարել: Ամբողջ աշխարհում գնահատվում է մաքուր միրգն ու բանջարեղենը, մենք պետք է մաքուր սննդամթերքի վերարտադրություն կատարենք:  Օգտվելով ամբողջ աշխարում եղած գնային խզումից՝ պետք է արտադրենք ու արտահանենք  այն, ինչ ունենք: ՏՏ ոլորտի պահանջարկը ևս մեծ  է: Մենք  կարող են ինչպես լավ բիզնեսմեններ, այնպես էլ  ՏՏ ոլորտի լավ մասնագտներ դառնալ, պետք է միայն համապատասխան միջավայր ձևավորել: Կրթությունն ու գիտությունը կարող են նպաստել տնտեսության զարգացմանը՝ կրթական մակարդակով շատ դեպքերում առջևում ենք, փոքր՝  ստարտ-ափ բիզնեսները ևս կնպաստեն տնտեսության զարգացմանը»,-իր խոսքում նշեց  Սամսոն Դավոյանը՝  հավատացնելով, որ ԱԺ  հայտնվելու դեպքում իր տարիների մասնագիտական փորձը կնպաստի սոցիալ-տնտեսական ծրագրերը օրենսդիր մարմնին ներկայացնելուն:

Հանդիպման ընթացքում  մասնակիցներին բազմափորձ տնտեսագետը   ներկայացրեց նաև  ՀՀ սոցիալ-տնտեսական իրավիճակը, դրա ուղղման հնարավոր միջոցները, աշխատաշուկայում եղած խնդիրները, ինչպես նաև կառավարության՝ Շիրակի մարզում կատարվելիք ներդրումային ծրագրերը։

«Ես առաջարկում եմ գերփոքր ու փոքր բիզնեսին տալ հարկային «արձակուրդ» 3 տարով, որը կազմում է մեր հարկային մուտքերի հարաբերության  1,2  տոկոսը, եթե այն փոխադրենք խոշոր ու միջին բիզնեսին, ապա 3  տարի յուրաքանչյուր քաղաքացի կարող է զբաղվել բիզնեսի այն ճյուղով, որը նախընտրում է: Սա հնարավորություն կտա հանրապետության տարբեր տարածքներում, տարբեր բիզնես կենտրոններ ստեղծել,  և շատ արագ մենք կունենք  տնտեսական աճ, գործազրկությունն  էլ կկրճատվի, իսկ ամենակարևորը՝ մարդկանց եկամտաբերությունը կավելանա»,-նշեց Սամսոն Դավոյանը: 

Խոսելով ընդհանրապես նախընտրական խոստումները ընտրություններից հետո կյանքի կոչելու մասին՝ Սամսոն Դավոյանը փաստեց, որ առաջին անգամ չէ, որ ինքը մասնակցում է ընտրապայքարին՝ 1991 թվականին ևս մասնակցել է  ու շատ քիչ ձայներով է հետ մնացել առաջատարից:  Խոստում տալ ու չկատարել իր պրակտիկայում չի եղել՝ վստահեցնում է թեկնածուն՝. ամեն ինչ հիմնավորված է  թվերով ու փաստերով: Ինչ վերաբերում է շատերի  կողմից ՀՀԿ-ին չվստահելուն, Սամսոն Դավոյանը  դա բոլոր երկներում   էլ իշխանություններին մեղադրելու տարբերակի վերագրեց:

«Բոլոր երկրներում էլ՝  անկախ զարգացվածության մակարդակից,  խիստ քննադատելի է իշխող կուսակցությունը: Միշտ էլ հեշտ է քննադատելը: Ճիշտ է, գտնում եմ, որ մեր կուսակցությունն ունեցել է բացթողումներ ու թերություններ, որոնք կարելի են վերացնել»,-հավելեց թեկնածուն:
