Նախագահը չի կարող որոշել ապամոնտաժել ՓՀԷԿ-ը. բնապահպանը՝ նախագահի առաջարկի մասին

Օրերս Գեղարքունիքում տեղի ունեցած խորհրդակցության ժամանակ ՀՀ նախագահ Սերժ Սարգսյանը տեսակետ հայտնեց, որ Սևանա լիճ թափվող գետերի վրա կառուցված ՓՀԷԿ-երը Սևանա լճի համար օգտակար չեն: Նա առաջարկեց ապամոնտաժել Սևանա լիճ թափվող գետերի վրա կառուցված ՓՀԷԿ-երը՝ նշելով, որ պետք է լուծել նաև ոչ միայն ձկնային պաշարների, այլ նաև էկոլոգիական հավասարակշռության վերականգնման խնդիրները։
Past.am-ը «Համահայկական բնապահպանական ճակատի» (ՀԲՃ) համակարգող Լևոն Գալստյանից հետաքրքվեց, թե ինչպես է ՀԲՃ-ն վերաբերվում նախագահի առաջարկին և որքանով է այն իրատեսական՝ ըստ բնապահպանների: Բնապահպանը մեզ հետ զրույցում նախ՝ նշեց, որ Սերժ Սարգսյանի հայտարարությունը կրում է բանավոր բնույթ՝ պարզապես առաջարկություն է, որ կարող է և առաջիկայում մոռացվել:
«Ամեն դեպքում, սա ևս մեկ անգամ ապացուցում է, որ մեր երկրում օրենքը չի գործում: Բանն այն է, որ Հայաստանի նախագահի իրավասության մեջ չի մտնում որոշել, թե ՓՀԷԿ-երը պետք է կառուցել, թե ապամոնտաժել: Նման հայտարարությամբ վերջինս խախտել է ՀՀ Սահմանադրությունը»,- մանրամասնեց Լևոն Գալտյանը:
Պատասխանելով հարցին, թե արդյոք դրական է համարում երկրի ղեկավարի կողմից մատնանշած ձկնաբուծական ծրագրի ներդրումը Սևանում, բնապահպանը կարծիք հայտնեց, որ այն իշխանությունների բիզնես ծրագիրն է, իսկ Սարգսայնն էլ, երևի թե, փորձում է զբաղվել այդ ծրագրի գովազդով: Ըստ բնապահպանի՝ ոչ ոք չի անդրադառնում այն հարցին, թե ինչ որակի ջուր կլինի Սևանում, եթե այդտեղ սկսեն բուծել 50 տոննա ձուկ:
Լևոն Գալստյանը մտահոգություն հայտնեց, որ ՓՀԷԿ-ի ապամոնտաժումը պահանջում է ֆինանսական միջոցներ, որը, ըստ Սարգսյանի, պետք է տրամադրի պետական հիմնադրամը: Բնապահպանի խոսքով՝ հիմնադրամի գումարներն էլ գոյացել են հարկատուների միջոցների հաշվին, այսինքն՝ ապամոնտաժումը ևս ֆինանսական բեռ է մեր երկրի վրա:
Ըստ նրա՝ պաշտոնյաները չպետք է ի սկզբանե թույլ տային ՓՀԷԿ-երի կառուցում, իսկ եթե իսկապես մտածեին Սևանի մասին, ապա Սևանի մակարդակը այժմյան մակարդակից մոտ երեք մետր ավելի բարձր կլիներ:
