Սերժ Սարգսյանի հրավերի շերտերը. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Սերժ Սարգսյանը բրյուսելյան այցի ընթացքում ունեցավ մի շարք հանդիպումներ, որոնց թվում հանդիպեց նաև ՆԱՏՕ–ի գլխավոր քարտուղար Յենս Սթոլթենբերգի հետ։ Այս հանդիպումներում, կարծես թե, անակնկալ կամ զարմանալի ոչինչ չկար, քանի որ բանակցությունների սեղանին էր Հայաստան–ԵՄ նոր շրջանակային համաձայնագիրը, իսկ հանդիպումները կրում էին արարողակարգային բնույթ։ Սակայն անակնկալ, այնուամենայնիվ, Սերժ Սարգսյանի հանդիպումներում գրանցվեց։ Սթոլթենբերգի հետ հանդիպումից հետո համատեղ բրիֆինգում Սերժ Սարգսյանը հրավիրեց ՆԱՏՕ–ի գլխավոր քարտուղարին Հայաստան։
Ներկա իրադարձությունների ֆոնին այս հրավերը, ըստ էության, հետաքրքիր նրբերանգներ է ստանում։ Ակնհայտ է, որ առաջիկա խորհրդարանական ընտրություններից մինչև 2018 թվականն ընկած ժամանակահատվածը, Հայաստանում իշխանության ձևավորման շրջան է։ Ընդ որում՝ պետք է շեշտել, որ ինչքան էլ շատ է խոսվում իշխանության վերարտադրության մասին, այնուամենայնիվ, խորհրդարանական ընտրություններին ընդառաջ կատարված իրադարձությունները, և ամենայն հավանականությամբ, առաջիկա խորհրդարանի ընդհանուր պատկերը ի ցույց կդնեն այն փաստը, որ հայաստանյան ներկայի վարչակարգը որոշակի սկզբունքային փոփոխությունների է ենթարկվել։ Սա, իհարկե, չի նշանակում, թե իշխանությունը բովանդակային խմբագրումների կենթարկվի, քանի որ առկա վարչակարգը բովանդակային բարեփոխումների դեպքում կարող է պարզապես փլուզվել, սակայն, այդուհանդերձ, այդ գոնե մասնակի ու երևութական փոփոխությունները անխուսափելի են։
Այս իրողությունների ֆոնին Սերժ Սարգսյանը ակնհայտորեն գնում է իշխանության առավելագույն ապահովագրման ուղղությամբ՝ բնականաբար, արտաքին ճակատում։ Խնդիրն այն է, որ ապրիլյան իրադարձությունները և հաջորդած միջադեպերը հայ–ադրբեջանական շփման գծում ակնհայտորեն ցույց տվեցին, որ ՀԱՊԿ–ը վստահելի գործընկեր չէ, սակայն մյուս կողմից, եթե իրատեսորեն գնահատենք իրավիճակը, ապա պետք է նշենք, որ կտրուկ հրաժարվել ՀԱՊԿ–ից Հայաստանը նույնպես չի կարող նման պայմաններում, ՆԱՏՕ–ի գլխավոր քարտուղարին հրավիրելով Հայաստան, Սերժ Սարգսյանը փաստացի ակնարկում է, որ Հայաստանը պատրաստ է խորացնել հարաբերությունները ՆԱՏՕ–ի հետ՝ միաժամանակ մնալով ՀԱՊԿ կազմում, ի դեպ, այս մասին նշեց հենց Սարգսյանը՝ շեշտելով, որ Հայաստանի անդամակցությունը ՀԱՊԿ–ին որևէ կերպ չի խանգարում ՆԱՏՕ–ի հետ համագործակցության սերտացմանը։
Սա բացահայտ մեսիջ էր առ այն, որ Հայաստանը առաջիկայում կփորձի հավասարակշռել Արևմուտքին և Ռուսաստանին, բնականաբար, այդ հավասարակշռությունը պետք է ապահովագրի նաև Սերժ Սարգսյանի իշխանությունը կամ 2018–ից հետո ազդեցությունը, քանի որ որևէ մեկի համար գաղտնիք չէ, որ Ռուսաստանը մշտապես փորձում է ակտիվորեն ազդել ներհայաստանյան գործընթացների և մասնավորապես իշխանության ձևավորման պրոցեսների վրա։
Անշուշտ, մյուս կողմից պետք է նշել, որ դեռ վաղ է խոսել Սերժ Սարգսյանի հրավերի գործնական արդյունքների կամ հետևանքների մասին, որոնք գուցե և չլինեն, սակայն այս մասին կարող ենք խոսել արդեն թերևս խորհրդարանական ընտրությունների ավարտից հետո։
