Շիրակում չկան խնամատար ընտանիքներ

Շիրակի   մարզում կան որդեգրողներ, բայց չկան որդեգրման ենթակա առողջ  երեխաներ: Այս մասին «Արմենպրես»-ին տեղեկացրեց Շիրակի մարզպետարանի ընտանիքի, կանանց և երեխաների իրավունքների պաշտպանության բաժնի պետ  Լիլիթ Գորգինյանը՝ փաստելով, որ որդեգրության գործընթացը բավական երկար ու ժամանակատար գործընթաց է՝ օրենքով սահմանված կարգով: «Պահանջվող փաստաթղթերի թիվն է շատ, և այդ փաստաղթերը հետագայում բաժնի կողմից համակողմանիորեն ուսումնասիրվում են: Ուսումնասիրվում են նաև անձը, նրա կենսապայմանները, և հետո նոր դրա հիման վրա կայացվում է որդեգրման եզրակացություն՝ դրական կամ բացասական, միայն դրանից հետո, երբ կա փաստաթղթային փաթեթ և կենտրոնացված հաշվառում, անձը կարող է մտնել դատարան՝ հաստատելու որդեգրությունը»,- նշեց Լիլիթ Գորգինյանը: 
Այսօր մարզում շատ կան մարդիկ, ովքեր ուզում են երեխա որդեգրել, բայց չկան որդեգրման ենթակա առողջ երեխաներ: «Չկան, քանի որ տեխնոլոգիաները զարգացել են, և մարդիկ անցանկալի հղիությունները ընդհատում են»,- փաստեց պատասխանատուն:
 
Հաշմանդամության խնդիր ունեցող երեխա որդեգրել ոչ միայն մարզում, այլև ընդհանարպես հանրապետությունում չեն ցանկանում: Նմանատիպ խնդիր արտասահմանցիները չունեն: «Հաշմանդամություն ունեցող երեխաները հիմնականում որդեգրվում են արտասահմանյան որդեգիրների կողմից: Հայ որդեգիրները շատ դեպքերում անհավանական թվացող չափանիշներ են առաջարկում՝ «մինչև 3 ամսական կապույտ աչքերով, տղա երեխա»: Սա անցանկալի վիճակ է: Եթե տարիներ շարունակ չունես երեխա և ուզում ես որդեգրել, ուրեմն, Աստծո պարգև պետք է համարել ցանկացած երեխա՝ եթե ծնող դառնալու պարտա կանություն  ես վերցրել քո վրա»,- նշեց պատասխանատուն: 
 
Եթե չկան որդեգրման երեխաներ, ապա շատ են հանդիպում հարազատական որդեգրումները, երբ տատը որդեգրում է թոռանը, կամ մորաքույրն է որդեգրում երեխային: Օրենքը թույլ է տալիս, և, ելնելով երեխայի շահից, նման որդեգրումները թույլատրվում ու կատարվում են:  Փոխարենը մարզում չեն հանդիպում խնամատար ընտանիքներ: Սա պատասխանատուն կապում է տարածքային մտածելակերպի հետ: «Եթե Լոռու մարզում շատ են խնամատար ընտանիքները, Շիրակում նմանատիպ ընտանիքներ չկան: Մենք ողջ մարզում հաշվառել ենք միայն 1 խնամատար ընտանիք, ով  էլ խնամատարության հանձնաժողովի կողմից մերժման է արժանացել: Եթե խնամատարությունը գործի, պետք է շատ ճիշտ իրազեկում կատարվի ժողովրդի շրջանում, քանի որ այդ շրջանում երեխան ապրում է քո տանը, քո միջավայրում, քո երեխայի հետ առաջ է գալիս կապվածություն: Եվ եթե որոշ ժամանակ անց դու որոշես, որ չես ուզում, երեխայի համար դա կրկնակի սթրես կլինի»,- հավելեց Լիլիթ Գորգինյանը։
