ՀՀ ԶՈՒ պայմանագրային զինծառայողներին յուրաքանչյուրին օրական մեկ տուփ ծխախոտ հատկացնելու փոխարեն կտրամադրվի գումար: Նման նախագիծ էր առաջարկել Կառավարության հաստատմանը ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանը:

Tert.am-ի հետ զրույցում փաստաբան Նորայր Նորիկյանն ասաց, որ ողջունելի է լուծել այդ խնդիրը և չծխողներին էլ ծխախոտ չտրամադրել, սակայն շարքային կազմում կան այլ խնդիրներ ևս, որոնք լուծման կարիք ունեն:

«Պաշտպանության նախարարը հստակեցրել է, որ պայմանագրային զինծառայողներին ծխախոտի  փոխարեն գումարը տրվելու է աշխատավարձի հետ, դա նաև նպաստում է առողջ ապրելակերպին:  Պարզ է, որ այդ ծխախոտը մինչ այժմ տրամադրվել է նաև չծխող պայմանագրայիններին, և նրանք իրենց ծխախոտը փոխանցել են ծխողներին, հիմա յուրաքանչյուր ոք ստանալու է իր գումարը: Սա շատ լավ լուծում է, բայց նույն այս շարքում մեկ այլ խնդիր էլ կա՝ շարքային կազմին դրամային տեսքով բավարարումներն իրենց մեջ կոռուպցիոն ռիսկ են պարունակում»,-ասաց փաստաբանը՝ հավելելով, որ շարքային կազմին տրվող ամսական բավարարումը որոշ «ազդեցիկների» կողմից հավաքվում է, և իր նպատակին չի ծառայում, ինչը միջանձնային հարաբերություններում բարդ հետևանքների է հանգցնում:

Փաստաբանի խոսքով՝ քննության առարկա պետք է դարձվի նաև այդ հարցը, թե ինչպես են ծախսվում և ինչ նպատակի են ծառայում այդ գումարները.

«Շարքային կազմին գումարների տրամադրման հարցում արմատական  լուծում է անհրաժեշտ գտնել: Վստահ եմ՝ ՊՆ-ն քաջատեղյակ է այդ խնդիրներից, որ գումարները երբեմն չեն ծառայում իրենց նպատակին: Հետևաբար, շարքային կազմին տրվող այդ նյութական բավարարումներում արմատական փոփոխման անհրաժեշտություն կա»:
