Արցախի խորհրդարանում մեկնարկել են 5-րդ նստաշրջանի աշխատանքները

Արցախի Հանրապետության 6-րդ գումարման Ազգային ժողովը փետրվարի 23-ի գումարել է 5-րդ նստաշրջանի առաջին լիագումար նիստը: Այս մասին «Արմենպրես»-ին տեղեկացրին Արցախի Հանրապետության Ազգային ժողովի մամուլի ծառայությունից:
Մուտքի խոսքում, Ազգային ժողովի նախագահ Աշոտ Ղուլյանն ամփոփել է 2017թ. հունվար-փետրվար ամիսներին խորհրդարանի կատարած աշխատանքները և անդրադառնալով Արցախի Հանրապետության Սահմանադրության հանրաքվեին` շնորհավորել է բոլորին Սահմանադրական բարեփոխումների գործընթացը հավուր պատշաճի կազմակերպելու և այն իր տրամաբանական ավարտին հասցնելու կապակցությամբ:
«Փետրվարի 20-ին Սահմանադրության հանրաքվեով մենք վերահաստատեցինք 1988թ. փետրվարյան օրերի ազատագրական պայքարի մեր գլխավոր բանաձեւումը՝ իր պատմական հայրենիքում ազատ ու ինքնիշխան ապրելու մեր ժողովրդի վճռականությունը»,- նշել է ԱԺ նախագահը:
ԱԺ 5-րդ նստաշրջանի առաջին նիստում հաստատվել են փետրվարի 20-ի լրացուցիչ ընտրություններով թիվ 5 ընտրատարածքից ընտրված Վիլեն Սաֆարի Սաֆարյանի պատգամավորական լիազորությունները:
Հիշեցնենք, որ ԼՂՀ նախագահի ստորագրած հրամանագրով Ազգային ժողովի պատգամավոր Վիտալի Բալասանյանը նախորդ տարի նշանակվել է Լեռնային Ղարաբաղի Հանրապետության Անվտանգության խորհրդի քարտուղար, ինչի արդյունքում, ԱԺ Կանոնակարգի համաձայն, դադարեցվել են նրա պատգամավորական լիազորությունները:
Անցնելով օրակարգային մյուս հարցին՝ խորհրդարանը որոշում է ընդունել ԱԺ հինգերորդ նստաշրջանի ժամանակավոր հաշվիչ հանձնաժողով ստեղծելու մասին: Քվեարկության արդյունքներով հաշվիչ հանձնաժողովի կազմում վերընտրվել են Ռամելա Դադայանը, Լյուդմիլա Բարսեղյանը և Գագիկ Բաղունցը:
2016 թվականի գործունեության մասին հաղորդումներ են ներկայացրել ԼՂՀ Գլխավոր դատախազ Արթուր Մոսիյանը և ԼՂՀ քաղաքացիական ծառայության խորհրդի նախագահ Բորիս Առուշանյանը:
Պատգամավորները հարցեր են առաջադրել զեկուցողներին և ստացել համապատասխան պարզաբանումներ:
Պատգամավորական հայտարարությամբ հանդես են եկել Հայկ Խանումյանը, Ռամելա Դադայանը, Արսեն Առստամյանը և Վարդգես Բաղրյանը:
Ընդմիջումից հետո նիստը շարունակվել է, և, համաձայն ԱԺ Կանոնակարգ օրենքի, ԼՂՀ փոխվարչապետ Արթուր Աղաբեկյանի գլխավորությամբ՝ կառավարության անդամները պատասխանել են պատգամավորների հարցերին:
