Ճանապարհային երթևեկության տուգանքներն ուշացնելու դեպքում վարորդները հավելյալ տույժեր չեն վճարի

Կառավարությունը հավանություն տվեց «Ճանապարհային ոստիկանության համակարգի բարեփոխումների հայեցակարգին և դրանից բխող միջոցառումների ժամանակացույցին: Ինչպես հաղորդում է «Արմենպրես»-ը, հայեցակարգը գործադիրի քննարկմանը ներկայացրեց ՀՀ ոստիկանության պետի տեղակալ Վարդան Եղիազարյանը:
Եղիազարյանը հայտնեց, որ ոլորտում բարեփոխումներին ուղղված 24 միջոցառում է իրականացվելու: «Արդյունքում բոլոր ջանքերը միտված են լինելու բնակչությանը մատուցվող ծառայությունների որակի բարձրացմանը, կոռուպցիոն ռիսկերի նվազեցմանը, ճանապարհային պատահարների թվի և հետևանքների նվազեցմանը, վարչական բեռի թեթևացմանը»,- ասաց Եղիազարյանը:
ՀՀ վարչապետ Կարեն Կարապետյանը խնդրեց հստակեցնել, թե ՀՀ քաղաքացիների համար առաջարկվող հայեցակարգով ի՞նչ է փոխվելու: «Պարոն վարչապետ, նախ թեթևացնում ենք վարչական բեռը: Բավական դյուրացնում ենք բոլոր փողոցային երթևեկության կանոնները, որտեղ դա հնարավոր է իրականացնել, տրանսպորտային հոսքերն ենք ավելի հստակ վերահսկում»,- պարզաբանեց Եղիազարյանը:
Առաջարկվում է հանել (դադարեցնել) տուգանքի գումարը սահմանված ժամկետում չվճարելու հիմքով դրա նկատմամբ 25 կամ 50 տոկոս չափով հաշվեգրվող ավելացումների ինստիտուտի կիրառումը: Արդյունքում ակնկալվում է ունենալ տուգանքների հաշվարկման և գանձման առավել պարզ և մարդու իրավունքների պաշտպանության տեսանկյունից առավել արդյունավետ համակարգ, ինչը հնարավորություն կտա ճշգրիտ կիրառել վճարային կազմակերպությունների կողմից տուգանքի վճարումն ընդունելու՝ Ճանապարհային ոստիկանությունից տվյալներն առցանց ստանալու և դրա հիման վրա վճարումն ընդունելու հ ամակարգը, որը կբացառի տուգանքների կրկնակի վճարման պահանջ ներկայացնելը կամ վճարված լինելու դեպքում տուգանքը հարկադիր կատարման ներկայացնելը:
