Շիրակում աշխատանքներ են տարվում հանրակրթությունից դուրս մնացած երեխաներին դպրոց վերադարձնելու ուղղությամբ: 

Այս մասին «Արմենպրես»-ին տեղեկացրեց Շիրակի մարզպետարանի ընտանիքի, կանանց և երեխաների իրավունքների պաշտպանության բաժնի պետ  Լիլիթ Գորգինյանը՝  փաստելով, որ այդ երեխաները տարբեր պատճառներով են դուրս մնացել հանրակրթությունից:
Նմանատիպ  երեխաների ստույգ թիվը դժվար է ասել, բայց անցած տարի Շիրակի մարզպետարանի ընտանիքի, կանանց և երեխաների իրավունքների պաշտպանության բաժնի  կողմից հայտնաբերվել է 10 երեխա: Դեպքերի հիմնական մասը գյուղական համայնքներում է, որտեղ երեխաները հրաժարվում են դպրոց գնալ՝ աշխատելու ու ընտանիքին օգնելու համար: «Ասել, թե մենք չունենք նման երեխաներ, սխալ է, թեև հիմա «ստվերում» քիչ երեխա է մնում: Բայց նաև չի կարելի պնդել, որ այս երեխաները հանրակրթությունից դուրս են մնացել սոցիալական խնդիրների պատճառով: Հիմնականում այս երեխա ները չեն հետաքրքրվում դպրոցով, փոխարենն այլ հետաքրքրություն ունեն՝ աշխատանք կամ մեծերի հետ ունեն խզվածություն և բողոքն արտահայտում են դպրոց չգնալով»,- նշեց Լիլիթ Գորգինյանը: 
 Հանրակրթությունից դուրս մնացած երեխաներին հայտնաբերելն այդքան էլ դյուրին գործ չէ, արձագանք ստանում են այն դեպքերը, որոնց մասին կա տեղեկություն: «Դպրոցը տեղյակ է պահում, մենք արձագաքնում ենք: Անցած տարի հայտնաբերված 10 դեպքից 7-ը հաջող ընթացք են ունեցել. երեխաները վերադարձվել են դպրոց և հիմա սովորում են դպրոցում և մեր ուշադրության կենտրոնում  են: 3 պարագայում չկարողացանք, քանի որ մայրն ունի հոգեկան առողջական խնդիրներ և կտրականապես հրաժարվում է, իսկ երեխաների տարիքը բավական մեծ է՝ 13-14 և նրանց առաջին դասարան նստեցնել հոգեբանորեÕ ¶ հնարավոր չէ: Նրանց համար արդեն 7 ամիս է տարբել խմբելով աշխատում ենք, բայց քանի որ ծնողը համագործակցող կողմ չէ, չես կարող երեխային բռնի ուժով դպրոցական նստարանին նստեցնել: Իսկ այն դեպքերում, երբ երեխան դուրս է մնում հանրակրթությունից ընտանիքին օգնելու համար, փորձում մենք գտնել  խնդրի լուծման լավագույն տարբերակը, որովհետև հասկանում ես, որ, ըստ էության, երեխան վատ բան չի անում, փորձում է օգնել ընտանիքին: 14 տարեկան երեխան ծնողին օգնող ուժ է, բայց մինչև 16 տարեկանը ըստ օրենքի պետք է պարտադիր կրթություն ստանա: Ամեն մի դեպքի հետ մոտեցումները ա ռանձնահատուկ են: Մարդկանց մտածողությունը բոլորովին տարբեր է, և այդ պատճառով յուրաքանչյուր երեխայի համար իրեն հատուկ մոտեցում է ցույց տրվում»,- հավելեց Լիլիթ Գորգինյանը:
