Ստեփանակերտի 3/3 ընտրատեղամասում սահմանադրական փոփոխությունների հանրաքվեի քվերակությանը մասնակցեց Արցախի Հանրապետության նախագահ Բակո Սահակյանը: «Այսօր մեր ազգային ազատագրական շարժման և պետականության վերակերտման սկիզբն է։ Սա քայլ առաջ է մեր պետականաշինության գործում», - «Արմենպրես»-ի հաղորդմամբ՝ փետրվարի 20-ին լրագրողների հետ զրույցում ասաց Բակո Սահակյանը։
Նախագահի խոսքով՝ այս տարիները լավագույն ապացույցն են՝ Արցախը ճիշտ ուղի է ընտրել, և սահմանադրական հանրաքվեով Արցախի քաղաքացիները իրենց հավատարմությունն են հայտնում այն արժեքներին, որոնցով առաջնորդվել են այս տարիների ընթացքում։
«Համոզված եմ՝ ինչ տեղի է ունեցել ազգային ազատագրական պայքարի տարիներին, մեզ բերել է գերությունից ազատվելու հնարավորություն, մեզ համար ստեղծել է նպաստավոր պայմաններ՝ մեր ճակատագիրն ինքնուրույն տնօրինելու, և մենք հաստատուն քայլերով ընթանում ենք դեպի մեր կողմից երազած ապագան», - ընդգծեց Սահակյանը։
Նա ասաց, որ, այս նախաձեռնության նպատակը պարզ է և այլ կերպ մեկնաբանողները ոչ միայն սխալ են, այլև ազնիվ չեն: «Այս քայլով մենք հետապնդում ենք մեր երկրի զարգացման և շենացման համար լրացուցիչ հնարավորություններ ստեղծելու նպատակը։ Սահմանադրական բարեփոխումները ոչ թե մեկ անձի նպատակները երաշխավորելու համար են, այլ կոչված են իրավական մշակույթի պայմաններում տվյալ երկրի կյանքը կառուցելուն»,- ասաց Բակո Սահակյանը։
Լեռնային Ղարաբաղի Հանրապետությունում մեկնարկել է Սահմանադրության փոփոխությունների նախագծի վերաբերյալ հանրաքվեն: Առավոտյան ժամը 8:00-ին, բացվել են 11 ընտրատարածքների 280 ընտրատեղամասեր, որից մեկը Երևանում՝ ՀՀ-ում գտնվող ԼՂՀ ներկայացուցչությունում, 1-ը՝ «Շուշի» քրեակատարողական հիմնարկում՝ կալանավորների համար: Հանրաքվեին մասնակցելու իրավունք ունի 102 հազար 757 քաղաքացի: Սահմանադրության հանրաքվեն տեղամասերում անցկացնելու են 2 հազար 222 հանձնաժողովականներ, որից 68 տոկոսը անկուսակցական են: Քվեարկության ընթացքին հետևելու է 30-ից ավելի րկրի 104 միջազգային դիտորդ, 103 տեղական դիտորդ, ինչպես նաև 80-ից ավելի ԶԼՄ ներկայացուցիչ: Ընտրատեղամասերը կփակվեն ժամը 20:00-ին:
