Հանքարդյունաբերության ոլորտի կայուն զարգացմանը նպաստելու նպատակով ՀՀ վարչապետի հանձնարարականի շրջանակներում մշակվել է ոլորտի զարգացման հայեցակարգ։ Այս մասին «Արմենպրես»-ին տեղեկացրեցին ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարության տեղեկատվության և  հասարակայնու թյան  հետ կապերի բաժնից:

ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարության աշխատակազմի ընդերքի գործակալության երկրաբանության, նորմատիվամեթոդական և վերլուծության բաժնի պետ Շուշանիկ Քերոբյանը տեղեկացրել է, որ հայեցակարգում վեր են հանվել հանքարդյունաբերության ոլորտի զարգացմանը խոչընդոտող հիմնական խնդիրները՝ հանքարդյունաբերության ոլորտի համապարփակ քաղաքականության և ռազմավարության բացակայությունը, ինստիտուցիոնալ դաշտում առկա բացերը, շրջակա միջավայրի կառավարման ոլորտում բացթողումները, սոցիալ-տնտեսական, ֆինանսական դաշտում առկա խնդիրնրը, պատասխանատու ներդրումների ներգրավման պակասը, պետական երկրաբանական ուսումնասիրությունների իրականացման բացակայությունը և այլն:

«Որպես առաջնային լուծում առաջարկվում է մշակել հանքարդյունաբերության ոլորտի ռազմավարություն՝ ներգրավելով ոլորտին առնչվող նախարարություններին, քաղաքացիական հասարակությանը, հանքարդյունաբերող ձեռնարկություններին, պոտենցիալ ներդրողներին, ազդակիր համայնքներին, միջազգային դոնոր կազմակերպություններին և այլ շահագրգիռ կողմերին»,- նշել է Շուշանիկ Քերոբյանը:

Ոլորտի ռազմավարության մշակման նպատակով անհրաժեշտ է վերանայել տարբեր ժամանակահատվածներում ոլորտի վերաբերյալ արդեն իրականացված հետազոտությունները, կազմակերպել հանդիպում-հարցազրույցներ, կլոր սեղաններ, հանրային քննարկումներ,  ինչպես նաև ուսումնասիրել  միջազգային փորձը: Ռազմավարության մշակման համար, ըստ Շուշանիկ Քերոբյանի, անհրաժեշտ կլինի իրականացնել մեծ ծավալի աշխատանք, ինչը կներառի առաջիկա 5-10 տարիների ռազմավարական գործողությունները:
