Խոշորացված համայնքներում քննարկում են վարչատարածքային բարեփոխումներին վերաբերող հարցեր

ՀՀ տարածքային կառավարման և զարգացման նախարարությունը` Գերմանիայի միջազգային համագործակցության ընկերության (ԳՄՀԸ) «Լավ տեղական ինքնակառավարում Հարավային Կովկասում» ծրագրի շրջանակներում շարունակում է ՀՀ խոշորացված համայնքներում վարչատարածքային բարեփոխումների վերաբերյալ քննարկումների շարքը: Այդ համատեքստում արդեն իսկ հանդիպումներ են կազմակերպվել ՀՀ Տավուշի մարզի Նոյեմբերյան, Այրում և Կողբ համայնքներում (2016թ. հունվարի 18), ՀՀ Սյունիքի մարզի Գորայք և Վայոց Ձորի Ջերմուկ, Զառիթափ և Վայք խոշորացված համայնքներում (2016թ. հունվարի 24-25): Ս.թ. փետրվարի 14-15-ին հերթական հանդիպումներն են կազմակերպվել ՀՀ Շիրակի մարզի Արփի, Ամասիա, Աշոցք և Սարապատ համայնքներ:
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարությունից, վերոնշյալ այցելությունների նպատակն է Հայաստանում վարչատարածքային բարեփոխումների համատեքստում 2015-2016թթ. ընթացքում արդեն իսկ խոշորացված 18 համայնքներում առկա իրավիճակի, արձանագրված դժվարությունների, խնդիրների ու հաջողությունների վերաբերյալ համապարփակ, փաստացի և արդի տեղեկատվության ստացումը և ամփոփումը, նշյալ համայնքներին առավել հասցեական մեթոդական օգնություն ցուցաբերելը: Հանդիպումներին մասնակցել են վերոնշյալ համանքների ղեկավարները, ավագանու անդամները, վարչական ղեկավարներն ու աշխատակազմերի ներկայացուցիչները:
ՏԿԶՆ աշխատակազմի տեղական ինքնակառավարման վարչության պետ Աշոտ Գիլոյանը ներկայացրել է տեղական ինքնակառավարման մասին օրենսդրական վերջին փոփոխությունները, ոլորտում բարեփոխումների ընթացիկ փուլի խնդիրները, գործընթացային և առօրյա աշխատանքին վերաբերող կարևոր հիմնահարցերը, ինչպես նաև պատասխանել համայնքների ներկայացուցիչներին հետաքրքրող հարցերին:
ԳՄՀԸ ծրագրի ներկայացուցիչները մասնակիցների հետ քննարկել են վարչատարածքային բարեփոխումների ընթացքը, համայնքներում կատարված աշխատանքները: Անդրադարձ է կատարվել նաև գործընթացում առաջացած որոշակի խնդիրներին, ճշգրտման ենթակա ընթացակարգային, ինչպես նաև համայնքներում էլեկտրոնային կառավարման, մասնակցային և տնտեսական զարգացմանն ուղղված պլանավորման, ժամանակակից՝ արդյունքահեն և ծրագրային բյուջետավարման բնագավառներում անելիքներին:
ՀՀ խոշորացված համայնքներում վարչատարածքային բարեփոխումների վերաբերյալ քննարկումների շարքը կրում է շարունակական բնույթ, և համապատասխան հանդիպումներ կկազմակերպվեն այլ խոշորացված համայնքներում ևս:
