«Փաստ» օրաթերթը գրում է.
Վերահսկիչ պալատի նախագահի պաշտոնից Իշխան Զաքարյանի հրաժարականից հետո բավականին սուր պայքար է սկսվել այդ պաշտոնը զբաղեցնելու համար: Այդ պայքարին ամենից ակտիվ լծվել է ՀՅԴ–ն և մասնավորապես՝ Վերահսկիչ պալատի ներկայիս փոխնախագահ Արա Նռանյանը: Սակայն պետք է նկատենք, որ վերջինս պայքարի մեջ էր մտել շատ ավելի վաղ, ընդ որում՝ փորձելով «պադստավկա» անել իր այն ժամանակվա ղեկավար Իշխան Զաքարյանին:
Լավատեղյակ աղբյուրների պնդմամբ՝ հենց Արա Նռանյանն է կազմակերպել տեղեկատվական տեխնոլոգիաների ոլորտի դեմ նախաձեռնած արշավը, ի դեպ, ինֆորմացիոն «աջակցություն» ստանալով իր կուսակից ընկեր, այն ժամանակվա էկոնոմիկայի նախարար Արծվիկ Մինասյանից: Մասնավորապես, գործողությունների թիրախ ընտրվեց ՏՏ ոլորտի ամենից հայտնի, համակարգը ձևավորող կառույցներից մեկը՝ «Ձեռնարկությունների ինկուբատոր հիմնադրամը»:
Բնականաբար, Արա Նռանյանը հասկանում էր, որ ՏՏ ոլորտը հանդիսանում է երկրի տնտեսական առաջնահերթություններից մեկը և դժվար չէր կանխատեսել, որ Վերահսկիչ պալատի գործողությունները լուրջ դժգոհություն կարող են առաջացնել ոչ միայն ոլորտում, այլև իշխանական վերնախավում: Հասկանալի է, որ առաջին հերթին դժգոհության թիրախը պետք է դառնա Վերահսկիչ պալատի նախագահ Իշխան Զաքարյանը, ինչը, ի դեպ, հենց այդպես էլ եղավ: Հավանաբար, պակաս կարևոր չէր նաև այն, որ նախընտրական սպասվելիք գործընթացներում ՏՏ ոլորտի բազմահազար ներկայացուցիչները Վերահսկիչ պալատի գործողությունների պատճառով կարող են երես թեքել «Ծառուկյան» դաշինքից, այժմ առանցքային դերակատարում ստացած Իշխան Զաքարյանի պատճառով: Մյուս կողմից` ուղղակիորեն դժգոհություններ են առաջանում նաև գործող իշխանություններից:
