Լիցենզավորման պահանջը կարող է փոխարինվել աուդիտորական կազմակերպությունների ռեեստրի գաղափարով

ՀՀ ֆինանսների նախարարությունն առաջարկում է լիցենզավորման պահանջը փոխարինել աուդիտորական կազմակերպությունների ռեեստրի գաղափարով: «Արմենպրես»-ի հաղորդմամբ, ՀՀ ֆինանսների փոխնախարար Դավիթ Անանյանը փետրվարի 14-ին լրագրողների հետ հանդիպման ժամանակ նշեց, որ աուդիտորական կազմակերպությունը ներկայումս աուդիտորական գործունեություն իրականացնելու համար պետք է Ֆինանսների նախարարությունից ստանա համապատասխան լիցենզիա: Նրա խոսքով` նախարարությունը ևս ցանկանում է այդ գործառույթը փոխանցել մասնագիտացված պալատին և միջազգային փորձի հիման վրա լիցենզավորման գործառույթը փոխարինվելու է աուդիտորական կազմակերպությունների ռեեստրի վարման գործառույթով:
«Այսինքն՝ պալատը ունենալու է ռեեստր, որտեղ գրանցվելու են այն աուդիտորական կազմակերպությունները, որոնք ՀՀ տարածքում իրավունք ունեն իրականացնելու աուդիտորական գործունեություն: Ըստ էության, աուդիտորական կազմակերպությունների հաշվառման նոր համակարգ է ներդրվելու, որի հիմքում դրվելու է աուդիտորական որակի նկատմամբ վերահսկողության ցուցանիշը և վերանայվելու է աուդիտի որակավորում ունեցող աուդիտորների թվաքանակի պահանջը»,-ասաց Անանյանը` հավելելով, որ ներկայումս գործող օրենսդրությամբ լիցենզիայի պարտադիր պահանջ է հանդիսանոմ կազմակերպությունների առնվազն 5 որակավորված աուդիտորներ ունենալը, իսկ մինչև 2011 թվականն այդ թիվը 2-ն էր:
Փոխնախարարը նաև հավելեց, որ ներկայումս աուդիտորական գործունեության համար սահմանված տուրքը, որը կազմում է տարեկան 250 հազար ՀՀ դրամ, առաջարկելու են, որպեսզի այն հատկացվի պալատին որպես անդամավճար: Նրա վստահեցմամբ` պետական բյուջեի վրա որևէ ծանրաբեռնվածություն չի լինելու պալատի ֆինանսավորումը: Եթե դիտարկենք 30-35 կազմակերպություն, ապա բարեփոխումների արդյունքում նախատեսվում է, որ պետական տուրքերի մասով եկամուտները կկրճատվեն 7.5-8 մլն դրամով, սակայն հավատացնում եմ, որ ակնկալվող արդյունքը շատ ավելի մեծ է լինելու»,- ընդգծեց ֆինանսների փոխնա խարարը:
ՀՀ ֆինանսների նախարարությունը մշակել է հայեցակարգ, ըստ որի մասնավոր հատվածի հաշվապահական հաշվառման ևարտաքին աուդիտի ոլորտների կարգավորմամբ նախատեսվում է մշակել ոլորտը կարգավորող նոր իրավական ակտեր, ինչպես նաևգործող որոշ իրավական ակտերում կատարել համապատասխան փոփոխություններ< i>: Բարեփոխումների արդյունքումնախատեսվում է ստեղծել մասնագիտացված կառույց` «Հայաստանի հաշվապահների և աուդիտորների պալատ», որըկիրականացնի, մասնավորապես, մասնագետի որակավորում և շարունակական զարգացում, ֆինանսական հաշվետվությունների ևաուդիտի միջազգային ստանդարտների ժամանակին թարգմանություն, աուդիտի որակի ապահովման համար անհրաժեշտգործողություններ:
