ՔԿՀ-ներում արգելված իրերի ներթափանցման դեմ հսկողությունն ավելի կխստացվի

Քրեակատարողական հիմնարկներում արգելված իրերի ներթափանցման դեմ մշակված նոր օրենսդրական նախագիծը կանխարգելիչ նշանակություն կունենա:Փետրվարի 13-ին լրագրողների հետ զրույցում այս մասին նշեց ՀՀ արդարադատության նախարարության քրեակատարողական վարչության պետ Արթուր Օսիկյանը:
«Ներկայումս արգելված իրեր փոխանցելու համար պատիժ իրականացնող մարմին չկա: Պատժաձևն օրենքով նախատեսված է, սակայն թե ով պետք այդ պատիժը սահմանի, նախատեսված չէ: Այս նախաձեռնությունը սահմանված կարգով ուղարկվել է Ազգային ժողով, որտեղ արդեն իսկ քննարկվել է այս նախագիծը: Հուսով եմ, որ օրենսդրական փաթեթի ընդունվելու դեպքում արդեն կունենանք կոնկրետ վարչական վարույթ իրականացնող մարմին, ինչպես նաև նախատեսվել է արգելված առարկաների փոխանցելու համար խոշոր տուգանք: Կարծում եմ, որ նման կարգի մեծ տուգանքները ինքնին կանխարգելիչ նշանակո ւթյուն կունենան»,- ընդգծեց Օսիկյանը:
Ըստ նրա` ամեն տարի խուզարկության արդյունքում դատպարտյալների մոտից շուրջ 2500-3000 հազար բջջային հեռախոսներ են առգրավվում:
«Քրեակատարողական հիմնարկներում հեռախոսները այն միջոցներն են, որոնցով հիմնականում կատարվում են հանցագործությունները: Մենք մշտապես վերլուծում ենք այն ուղիները, որոնցով հայտնվում են այդ իրերը քրեակատարողական հիմնարկներում: Ցավոք, տարեցտարի նոր մեթոդներով են առաջնորդվում թե՛ դատապարտյալները, թե՛ այն անձինք, ում միջոցով ներթափանցում են հեռախոսները»,- ասաց ՀՀ ԱՆ ՔԿ վարչության պետը:
Նա նշեց, որ նման խնդիրը արդիական է ոչ միայն Հայաստանում, այլև զարգացած պետություններում: Այն երկրներում, որտեղ կա տեխնիկական համալրվածություն բջջային հեռախոսներն ավելի շատ են ներթափանցում քրեակատարողական հիմնարկներ:
«Մենք պետք է զգոն լինենք, որպեսզի բջջային հեռախոսների միջոցով խարդախության դեպքերը չտարածվեն: Ցավով պետք է նշել , որ բջջային հեռախոսները ներթափանցում են նաև քրեակատարողական հիմնարկների ծառայողների միջոցով, ինչի համար էլ սահմանել ենք խիստ հսկողություն: Նախորդ տարի 6 աշխատակից աշխատանքից ազատվել են, և կատարվել է ծառայողական քննություն»,- եզրափակեց Օսիկյանը:
