«Թիրախը» շրջակա միջավայրի բարելավումն է

Բնապահպանության նախարարն այսօր ներկայացրել է բնապահպանության ոլորտում նախատեսված ներդրումային ծրագրերը: Ներկայումս քննարկման փուլում են բնապահպանական և բնօգտագործման վճարները ամբողջությամբ շրջակա միջավայրին ուղղելու ծրագրային առաջարկները: Ինչպես հայտնի է, պետական բյուջեում ամեն տարի ձևավորվում են շուրջ 70 մլն դոլարին համապատասխան դրամական վճարներ, որոնցից շատ քիչ մասն է ուղղվում շրջակա միջավայրի բարելավման կոնկրետ ծրագրերի իրականացմանը:

Նախարարությունն իր առաջին խնդիրն է համարում այդ բյուջետային միջոցները տեղափոխելը շրջակա միջավայրի պահպանության ծրագրերի, այդ թվում նաև՝ համայնքներում և կոնկրետ տարածքներում ներդրումային ծրագրերի իրականացմանը` ապահովելու շրջակա միջավայրի բարելավումը թե´ ներկա, թե´ ապագա սերունդների համար: Վերոհիշյալ ծրագրի շրջանակներում կան պայմանավորվածություններ միջազգային մի շարք կազմակերպությունների հետ: Մեխանիզմի աշխատելու դեպքում նրանց կողմից մինչև 50 տոկոսի չափով դրամաշնորհներ կտրամադրվեն:

Կարեւոր է նաեւ մասնավոր ներդրումների իրականացումը, որը կարող է արդյունավետորեն ներգրավվել բնապահպանության ոլորտում: Ի դեպ՝ արդեն իսկ հավաքագրված առաջարկների ընդհանուր արժեքը 420 մլն դոլար է, որից այս պահին կոնկրետ ծրագրերի տեսքով իրականացվում են շուրջ 185 մլն դոլարի ներդրումային, դրամաշնորհային ծրագրեր, իսկ 2017-ին շարունակվող կամ սկսվող ծրագրերի ծավալը կազմում են շուրջ 11,5 մլն դոլար:
