Ղարաբաղյան խնդրի խաղաղ կարգավորմանն այլընտրանք չկա: «Արմենպրես»-ի հաղորդմամբ՝ այս մասին «ՏԱՍՍ» գործակալությանը տված հարցազրույցում նշել է Հայաստանում Ռուսաստանի արտակարգ և լիազոր դեսպան Իվան Վոլինկինը: «Ընդհանուր առմամբ, Ռուսաստանը հանդես է գալիս այն հարցի օգտին, որ կայունությ ունը վերադառնա Հարավային Կովկաս: Մենք չենք տեսնում խաղաղ կարգավորմանն այլընտրանք»,-ասել է դեսպանը:
Իվան Վոլինկինը հիշեցրել է, որ 2016 թվականի ապրիլին շփման գծում արձանագրված 4 օրյա պատերազմից հետո ժամանակին Ռուսաստանի կողմից անմիջական միջամտության, համանախագահող երկրների համապատասխան քայլերից հետո հաջողվեց կայունացնել իրավիճակը: Կայացան գագաթնաժողովներ Վիեննայում` 2016 թվականի մայիսին, Սանկտ Պետերբուրգում` 2016 թվականի հունիսին:
«Ցավոք, մինչ ներկա պահը, միջազգային միջնորդությամբ ձեռքբերված համաձայնությունները, այդ թվում, սահմանյին դեպքերի հետաքննման մեխանիզմների ներդրումը, ինչպես նաև հակամարտության գոտում ԵԱՀԿ դիտորդական առաքելության ընդլայնումն առայժմ կյանքի չեն կոչվել: Ավելին, նախորդ տարվա դեկտեմբերի 29-ին բախում արձանագրվեց արդեն Հայաստանի ու Ադրբեջանի սահմանին: Այդ ժամանակ զոհվեցին հայ զինծառայողներ, ադրբեջանցի զինվորներից մեկն էլ սպանվեց Հայաստանի տարածքում: Մենք մեր գործընկերների հետ կշարունակենք քայլեր ձեռնարկել կողմերի դիրքորոշումները մոտեցնելու ուղղությամբ»,-ասել է դեսպանը:
Անդրադառնալով հայ-ռուսական ռազմատեխնիկական համագործակցությանը` դեսպանը նշել է, որ այն կրում է համալիր բնույթ և զարգանում է երկու երկրների դաշնային հարաբերությունների համատեքստում:
2016 թվականի ապրիլի 1-ի լույս 2-ի գիշերը ռազմական գործողություններ սկսվեցին Արցախի Հանրապետության Պաշտպանության բանակի և Ադրբեջանի Հանրապետության զինված ուժերի միջև արցախա-ադրբեջանական շփման գծի ողջ երկայնքով: Առավել թեժ մարտեր են ընթացել ռազմաճակատի վերածված առաջնային գծի հարավային և հյուսիսարևելյան ուղղություններով: 2016 թվականի դեկտեմբերի 29-ին Հայաստանի հետ սահմանին Ադրբեջանը ձեռնարկեց դիվերսիոն ներթափանցման փորձ, սակայն հետ շպրտվեց՝ ՀՀ տարածքում թողնելով սպանված դիվերսանտի դի:
