Հայաստանյան քաղաքական երկնակամարում նախընտրական գործընթացները բուռն կերպով շարունակվում են, սակայն այդպես էլ գործընթացները չեն դառնում լիարժեք քաղաքական։ Ավելին, մոտեցող քարոզչության պաշտոնական մեկնարկի ֆոնին, այդպես էլ դեռևս հստակ չեն ոչ հիմնական դաշինքները և ոչ էլ առավել ևս վերջիններս առնվազն ծրագրային սկզբունքներն ու հայեցակարգերը։

Այսինքն կարճ ասած ներկայիս խաղացողները դեռևս չեն ձևակերպել իրենց քաղաքական օրակարգը։ Ըստ էության իրապես լուրջ և իրապես քաղաքական գործընթացներում, իսկ ընտրությունները որպես կանոն պետք է լինեն չափազանց քաղաքական, քաղաքական օրակարգը կամ ինչպես ընդունված է ասել Ճանապարհային քարտեզը առաջնային նշանակություն պետք է ունենա և ծրագրի և քարոզարշավի համար։ Սակայն ինչպես տեսնում ենք, նման օրակարգի ձևավորման անգամ նշույլները չկան, իսկ սա իր հերթին նշանակում է, որ առաջիկա քարոզարշավը հերթական անգամ ունենալու է պոպուլիզմի և ամբոխավարության չափազանց մեծ մասնաբաժին։

Այս պրակտիկան ցավոք սրտի ավանդույթ է դարձել հայաստանյան քաղաքական իրականության համար և այն առավել սուր գծեր է ընդունում ընտրական գործընթցներում։ Արդյունքում նախընտրական քարոզչություններն ընթանում են ոչ թե քաղաքական երկխոսության բանավեճի ու սկզբունքների շուրջ, այլ ընդունում են առավել անձնավորված, երբեմն էլ կոմպրոմատային բնույթ։ Նման իրավիճակի հետևանքով քաղաքական գործընթացը տեղափոխվում է անցյալի դրվագներ հիշեցնելու, մեղադրանքների և փոխադարձ ցեխ շպրտելու դաշտ։ Ի դեպ պետք է նշել, որ նման երևույթները նույնպես օրինաչափ են, քանի որ պոպուլիզմից գործնականում հնարավոր չէ ի սպառ հրաժարվել, սակայն հստակ քաղաքական օրակարգի առկայության պայմաններում պոպուլիզմի դրսևորումները ընդամենը օժանդակ երևույթներ են, որոնք որակական մեծ ազդեցություն չեն ունենում ընդհանուր քաղզաքական մթնոլորտի վրա։

Սա ըստ էության չափազանց տխուր հեռանկար է հայաստանյան քաղաքական դաշտի համար, քանի որ մի կողմից խոսվում է պառլամենտարիզմի մասին՝ նկատի ունենալով երկրի կառավարման մոդելի փոփոխությունը, մյուս կողմից քաղաքական իրականության մեջ չեն ձևավորվում կամ առնվազն չեն դրսևորվում այդ պառլամենտարիզմին հատուկ իրողություններ։ Այս իրավիճակի արդյունքը լինելու է այն, որ հերթական անգամ ընտրողը պետք է ընտրություն կատարի առանց քաղաքական սկզբունքների և նախասիրության։

Նման պայմաններում հուսալ, թե առաջիկա խորհրդարանը որակապես ավելի բարձր կլինի առանձնապես մեծ հիմքեր չկան։ Մյուս կողմից գուցե առկա իրավիճակը փոփոխություններ կրի նախընտրական քարոզչության պաշտոնական մեկնարկից հետո, երբ կամա թե ակամա առաջադրվող կուսակցություններն ու դաշինքները պետք է հանդես գան ծրագրերով ու հայեցակարգերով, ինչը հնարավորություն կստեղծի նախընտրական գործընթացները պահպահանել քաղաքական տրամաբանության մեջ՝ խուսափելով տարատեսակ սուբյեկտիվ հարթակներում սև քարոզչության դրսևորումներից։
